Compensation Grade: P27Compensation Details: Minimum: $102,003.00 - Maximum: $102,003.00 AnnuallyDepartment (OHEHR) AI - AIDS InstituteJob Description: Responsibilities The New York State Department of Health, AIDS Institute has established eight Uninsured Care Programs, of which some of these programs have the most comprehensive drug and service coverage in the country. The programs provide access to medical services and medications for all New York State residents with or at risk of acquiring HIV/AIDS. The programs bridge the gap between Medicaid coverage and private insurance and serve as a transition to Medicaid by providing interim assistance to individuals eligible for but not yet enrolled in Medicaid or assistance in meeting spend-down requirements. The Program Manager I will be responsible for program planning, design, implementation, and evaluation of UCP programs and initiatives. This includes collecting and analyzing data to set goals, priorities, standards, and protocols. Responsibilities also include management and oversight of the Client Services Unit including planning, assigning, and monitoring the work of the Unit, and developing implementation plans and reporting on Unit progress; management of the upstate Minority AIDS Initiative (MAI), including managing and overseeing initiative outreach and provision of technical assistance; policy formulation, including providing interpretation and guidance to staff and other AI and community stakeholders; participating in resource allocation; supervision of staff; representing the UCP; and other related duties as assigned. Minimum Qualifications A Bachelor's degree in a related field and five years of experience in the management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an Associate's degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff. A Master's degree in a related field may substitute for one year of experience. Preferred Qualifications Experience in/knowledge of New York State's health care delivery system. At least five years of management experience in a health care or human services program. At least four years of experience developing and monitoring internal controls; experience in the management of contracts and ensuring compliance with federal and state requirements. Experience in the design, implementation, and evaluation of programs and initiatives. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. Travel, up to 10% of the time, will be required. This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will not be available. This position may require occasional work on weekends, after-hours, and holidays. HRI participates in the E-Verify Program.
