Summary
Responsible for managing and maintaining police applications and systems, and for supporting the City of Garland information systems including requirement analysis, product evaluation, application implementation, and ongoing technology support. This person will serve as the primary administrator for evidence management and records management systems, while supporting up to 25 other police applications.
Essential Duties and Responsibilitiesinclude the following. Other duties may be assigned.
Install, update, and maintain operating systems and application software, where applicable Perform application installs and upgrades Install database software for CAD and/or OnCall Records (WebRMS) Provide the vendor with requested information gathered from end-user or other IT resources Monitor and document changes as instructed or recommended by the vendor. Identify and correct issues with applications, systems, and network devices/ resources Research, test, analyze and repair routine connectivity and software issues Troubleshoot and isolate hardware and software problems Plan, implement, and maintain network data storage/ retrieval system Onboard and offboard users and user access from applications as they come and go End user support and training
Minimum Qualifications
Associate degree 2 yearsoforrelated experienceadministrating or running SQL reports from a Records Management System (RMS) Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Must be able to demonstrate the education or experience necessary to manage a complex Records Management System.
Preferred Qualifications
Education/Experience:
Degree in Computer Science or a related area of study (or equivalent experience) 2-4 years experience in analyzing computer applications, and maintaining complex applications with an emphasis on configuration, modification, implementation, upgrading, and support for applications. Experience with Axon system administration Experience with managing a data-driven application, such as Hexagon's CAD or OnCall Records or a similar Records Management System. Full grasp of NIBRs to include reporting needs and application configuration.
Knowledge, Skills & Abilities:
Comprehensive knowledge of bridges, routers, and LAN/ WAN protocols Considerable knowledge of city operations and purchasing procedures Skills in problem-solving and resolution Skill in utilizing Lexis Nexis Ability to multi-task Ability to troubleshoot hardware and software computer system malfunctions Ability to form and maintain effective working relationships Ability to communicate clearly on varying levels of technological knowledge Ability to gather, analyze, and organize information Ability to read, analyze, and interpret technical diagrams and written procedures Proficient knowledge of client/server application delivery, support issues, and processes Proficient knowledge of standard information technology tools and methods Proficient knowledge of Microsoft Office applications preferred Proficient knowledge and experience with Microsoft Report Builder Proficient knowledge and experience with SQL Software Reporting Services (SSRS) Excellent customer service skills Skill in communicating both verbally and in writing Skill in report design and queries for assigned application Skill in Structured Query Language (SQL) Ability to research issues and recommend solutions Ability to prioritize tasks and meet customer service deadlines Ability to research and document workflow
Licenses and Certifications
Valid Class C Texas driver's license Microsoft Certified Professional (MCP) or Microsoft Certified Desktop Support Technician (MCDST) are a plus. A+, Security+, and Network+ certifications are a plus.
