TSC is seeking an experienced business leader to serve as a Site Lead responsible for the management and growth of the Automated Test and Controls (ATSC) business unit in Bloomington, Indiana. ATCS Site Lead reports to the Signal Processing and Test Controls (SPTC) Operations Manager and is responsible for local site operating budgets, staff planning, customer sustainment, and program execution.

The Site Lead will take ownership to maintain relationships with current customers and support new customer growth while ensuring that existing TSC work is also sustained and grown. Additionally, they will be responsible for securing teaming relationships that maximize win probability and TSC workshare. The Site Lead will execute TSC's business while collaboratively supporting the Operation Manager and Division Director, Business Developers, and Corporate resources to help strategically grow the company across all applicable target markets.

Additional roles include a) supporting various programs and pursuits that are in line with TSC's strategic focus areas with emphasis on current program execution and expansion into adjacent areas; b) providing programmatic and management support, facility management, oversight, and planning as well as establishing program execution strategy, and supervisory responsibilities in managing, growing and maintaining talented staff; c) maintaining awareness of the ATCS success metrics and supporting overall SPTC Operation or Corporate led business capture efforts; and d)communicating Division visions and strategies across ATCS to ensure alignment to corporate messaging and reinforce TSC's strong technical culture.

Responsibilities:

  • Lead the site staff to execute programs successfully, sustain and grow revenue from current programs, identify and win adjacent work from new or existing customers.
  • Manage local operational cost budgets while meeting direct labor plans, with responsibility for staffing, resource planning and the successful execution of the Operation's programs.
  • Serve as company leader developing an innovative culture of cross-Division/cross-Operation collaboration while supporting the Corporate business strategies and policies.
  • Align site capabilities, customers and programs to Operation and Division goals and Corporate strategy and communication of plans to the staff of the site.
  • Contribute to annual sales and profit goals of the Operations, established for the SPTC Operation.
  • Support business capture and proposal activities in collaboration with Corporate BD.
  • Work with Operations Manager to develop, maintain and grow the business pipeline.
  • Develop chains of managerial and technical leadership that support consistent employee performance goal setting, measurement, and feedback, while identifying and mitigating program technical, cost and schedule risk.
  • Supervise Program Managers and sets performance objectives and metrics for the site team aligned with Operation objectives and metrics and promotes employee personal growth.
  • Ensure PMs work with Corporate PMO, Contracts, and Project Controls to generate accurate expected cost to finish remaining project work (ETCs) and expected total cost of competing all project work (EACs) to meet profit goals and on-time deliverables, SOW requirements, and customer expectations.
  • Interface with TSC corporate functions.
  • Be the authority in addressing the site operational budgets, programmatic, customer and staff related issues while remaining compliant with company policies and procedures.

Required Skills:

  • Bachelors' degree in a technical discipline with 10+ years of P&L management experience
  • Specific knowledge of NSWC Crane, the mission of Crane, and the potential contracts that are supported by Crane.
  • Experience managing business operations of approximately $5M of revenue and $1M of profit or greater.
  • Demonstrated ability in working with Corporate BD leads to develop, maintain, and grow pipeline and achieve long term growth goals.
  • Experience in developing chains of managerial and technical leadership within a business and its supporting operations.
  • Strong background and track record of leading business financial, strategic and resource related metrics while complying with and aligning with company policies and procedures.
  • Strong background in management and processes in the DoD government industry.
  • Experience translating customer requirements into program plans and business strategies.
  • Understanding of the acquisition process of Products and Services in a DoD environment.
  • Effective communicator proficient in presentation development and leading or participating in cross-functional teams.
