Western Door Federalis looking to hire anAcquisition SME IIIto support the National Guard Bureau (NGB) in Arlington, VA. This position allows for telework/remote support from the National Capital Region.

The Acquisition SME III should be a Subject Matter Expert in Life Cycle acquisitions to support the National Guard Bureau. This position conducts a broad variety of acquisition and program management related tasks. The SME is an integral part of NGB's IPT's, and advises/supports highly complexed acquisitions to includeBillion Dollar efforts. Additionally, this position assesses work force studies and makes recommendations. As well as conducts training for the acquisition directorate. Position supports the IT and ancillary services division.

Roles and Responsibilities:



  • Develops Independent Government Cost Estimates
  • Serves as Non-Government Advisor to Contracting Officers, Specialists, or Division during proposal evaluating and auditing.
  • Review solicitation clauses and provisions; draft responses to Industry; create repository cabinets in contracting filing system.
  • Develops requirements, market research, cost estimates, solicitation documents, and other materials to support source selection
  • Advises government on source selection policies and processes
  • Trains the acquisition directorate on a variety of contracting topics
  • Review, update, and submit Procurement Requirement Packages (PRP)
  • Perform pre-award and post-award functions; conducts document reviews above $1 million for high-risk actions
  • Engages with stakeholders daily
  • Prepares briefings for leadership and trains NGB staff
  • Serves as a reviewer for more junior team members
  • Provides guidance and direction on acquisition strategies for clients
  • Independently resolves complex acquisition and contracts related problems.
  • Other duties as assigned


Basic Qualifications:



  • Bachelor's Degree or equivalent experience
  • 10-15 years of directly related (government acquisition) experience
  • Possesses an expert level proficiency with acquisitions
  • Prior Contracting Officer (FAC-C or DAWIA Level III with ACAT 1 or 2)
  • Experience creating and presenting formal documents and presentations to leadership and stakeholders
  • Experienced with training contracting courses
  • Program Management experience related to cost estimates and requirements development
  • Understand the complete acquisition life cycle


Desired Skills:



  • Self-starter, able to work independently
  • Comfortable working in a remote environment
  • Holding certifications of CPCM, CFCM, and PMP
