Brief Summary of Job Duties:

Under direction and in a supervisory role, the Engineering Manager engineers new service installation and support solutions. Acts as custodian of the campus communications cable plant/infrastructure and ensures the quality of their associated records. Responsible for the modification, maintenance, and oversight of existing communications infrastructure. Provides consultative services directly to campus clients and provides technical assistance to other IT units on existing network infrastructure and services. Independently conduct communications service needs assessments, survey existing facilities, diagnose, analyze and maintain complex communications infrastructure. Assign communications infrastructure resources; prepare estimates for telecommunications and communications networking projects. Estimates include a job plan, labor costs, material and equipment costs, and identification of staffing needs.

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • 7-9 years designing telecommunications infrastructure, both copper and ber.
  • 7-9 years managing small teams and projects to meet established deadlines and objectives.
  • Mastery of best practices in project management discipline.
  • BICSI RCDD certification or equivalent telecommunications industry certification upon hire.
  • Subject Matter Expert (SME) in Information and Communication Technology (ICT).
  • Demonstrated skill in managing technical staff.
  • Possesses effective written and verbal communications skills to convey technical information in a clear and concise manner.
  • Works in a collaborative manner to achieve results.
  • Intermediate experience with Electrical, HVAC and Structural systems.

Preferred Qualifications:

  • Project Management Professional (PMP) upon hire.
  • Advanced knowledge with Radio Frequencies and Cellular.
  • Experience with Microsoft Office, Visio, Autodesk Design Review and AutoCAD.
  • In depth knowledge National Fire Protection Association (NFPA) and National Electrical Code (NEC) as it pertains to IT deliverables, to guide and facilitate IT installations while maintaining building code.

Job Functions and Percentages of Time:

30% Supervision:

  • Management of technical staff and contractors/vendors in support of the UCSB wiring infrastructure Direct engineering staff to plan and execute agile layer one communications cabling designs providing leadership to meet established schedules.
  • Lead the CAD group to create/ modify/update drawings for projects and ensure as-builts are integrated into the campus communication records.
  • Provide direction and coordination, performance evaluation, set daily schedules and tasks, coordinate off-hours responses.
  • Provide direction by creating metrics to direct staff efficiently and inform administration of accomplishments while providing assurance of task completion.
  • Collaborate with Plant supervisor to develop and maintain a training program for Engineering and Plant staff, including but not limited to; Confined space, Aerial lifts, bucket truck, fusion splicing, and Safety talks.

30% Design & Consulting:

  • Collaborate with Design, Facilities and Safety Services (DFSS) to develop a comprehensive communication infrastructure plan including drawing reviews, estimates, bill of materials, schedules, drawings, specifications and scopes of work in support of capital projects.
  • Collaborate with Design, Facilities and Safety Services (DFSS) to develop contracts around IT infrastructure requirements Responsible for the engineering modification, maintenance, and oversight of existing communications infrastructure.
  • Collaborate with Engineering staff and campus partners utilizing industry, Campus and Communication Services standards to develop a master plan for copper and fiber to include a refresh cycle and a roadmap with milestones.
  • Independently conduct communications service needs assessments, survey existing facilities, diagnose, analyze and maintain complex communications infrastructure.
  • Maintain campus telecommunications infrastructure standards (Division 27) and design guideline documents used for planning and construction and keep them current at Design, Facilities and Security Services future bids.
  • Skilled in writing documents used for bidding work for the University, such as scopes of work or RFP / RFQ publications

25% Project Management:

  • Act as project manager for approved projects, including capital projects, minor capital projects and internal ITS/Communication services projects.
  • Proven analytical and organization skills to lead, asses, analyze, organize and monitor project process and risks.
  • Communicate (written and oral), utilizing interpersonal skills, tact and diplomacy appropriate for interfacing with a wide range of administrators, faculty, staff, along with external vendors and other university campuses.
  • Manage highly complex IT telecommunications projects from initial client contact through design, engineering, final installation, system commissioning, and project and cable plant documentation which often requires the application of IT engineering principles to unique environments.
  • Lead project implementation teams by ensuring they have detailed instructions for their work on a project, understand their timelines and deliverables, and coordinate all resources for efficient execution and documentation of work.
  • Keep monthly project status report documents current for publishing on the web or distribution to ITS management.
  • Participate in project and departmental team meetings.

15% Technical Review & Inspection:

  • Perform inspections of complex IT projects to ensure the projects are within acceptable campus and industry standards including overseeing acceptance testing of copper and fiber cables and providing detailed write-ups of inspection reports to address deficiencies.
  • Visit field sites to assess conditions of outside or inside plant facilities and provide written recommendations.
  • Respond to queries regarding cable plant, project or project elements.
  • Effectively frame and communicate issues and resolutions in writing to management, DFSS personnel, contractors, and customers.
  • Provide cable locator support in accordance with established USA procedures and regulatory requirements.
