THE POSITION

DESCRIPTION OF WORK

In this role, you will be responsible for tasks related to the Stormwater Programs and Strategic Environmental Management Program within the Maintenance Technical Leadership Division, specifically in the Stormwater Section of the bureau of operations. Your responsibilities will include conducting quality assurance reviews for SEMP and MS4 in a designated geographic area and overseeing stormwater control measures during construction and maintenance activities. You will offer expert guidance on regulatory compliance and internal policies, analyze compliance audit trends to pinpoint areas of non-compliance, and inform your supervisor of any identified deficiencies. Additionally, you will prepare written reports for the Stormwater section chief summarizing all meetings, with an emphasis on pertinent issues and concerns.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • This position may be eligible for an alternate work schedule (AWS).
  • This position may require travel, occasionally overnight.
  • This position is located in Harrisburg, but may be headquartered at a DOT district office closest to the employee's current location if space permits.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year of experience as a Roadway Programs Specialist or Roadway Programs Technician Supervisor; or
  • Three years of experience in the analysis, development, and implementation of methods and techniques used in a roadway maintenance management system; and an associate's degree in a field of business administration, computer science, highway engineering technology or closely related program; or
  • One year of experience in the analysis, development, and implementation of methods and techniques used in a roadway maintenance management system; and a bachelor's degree in business administration, computer science, mathematics, statistics, or civil engineering related discipline; or
  • Any equivalent combination of experience and training.
