Geosyntec has an exciting opportunity for a Federal Marketing/Proposal Specialist for our Raleigh, NC or Knoxville, TN office, this position may offer a hybrid work schedule at the discretion of the Company. The position will be responsible for working with technical leads and marketing teams. Assist in the development of compliant, comprehensive, and compelling submittals (proposals and opportunity-specific request for proposals/quotations (RFP/RFQ)) to win profitable work. Responsible for editing and producing federal proposals, SF330 proposals, opportunity-related SOQs, project descriptions, resumes, and other marketing materials.

Essential Duties and Responsibilities

Proposals and SF330s:

    Coordinate all aspects of the competitive proposal preparation - from initial planning through delivery including compliance matrices;
  • Research appropriate projects and personnel to be included in submittal based on client requirements, selection criteria, and themes;
  • Identify and monitor proposal/SOQ criteria, ensure response is fully compliant and win themes are targeted;
  • Identify needed content from team and consultants, integrate onto pursuit platforms (local drives, SharePoint, OneDrive, Teams folders) and organize and inform pursuit teams of the organization;
  • Apply federal, state, and local laws, regulations and guidelines related to procurement activities including modifications to and completion of standardized forms (including SF330);
  • Assess and ensure compliance with client requirements and selection criteria; obtain required forms, comments, and approvals related to the submittal from Corporate Legal/Contracts Department;
  • Work with technical teams to create compelling and informative content, demonstrating our position as thought leader in focus areas;
  • Support RFP/RFQ (mostly SF330) criteria and compliance, oversee production, and arrange for on-time deliveries;
  • Maintain scheduling and tracking systems for individual pursuit and proposal elements and be responsible for distribution & receiving input from key technical leads and decision makers;
  • Track and update opportunities (currently GovTribe) for federal pursuits;
  • Support corporate registrations in SAM, representation and certifications, GSA contract, and federal reporting requirements.

Marketing Management

  • Support federal presentations for internal meetings to include data on historical and current federal projects;
  • Contribute/draft news announcements for internal and external postings;
  • Support award requirements and ensure compliance with award requirements; and
  • Research data related to clients; competitors; past, current, and prospective markets; present findings to leadership.


Skills, Experience and Qualifications

  • Bachelor's degree and at least 4 years of related experience; or an Associates with 6 years of experience; or an equivalent combination of education and experience. (required)
  • Formatting, writing, editing, and proofreading skills with strong attention to detail. (required)
  • Advanced computer literacy using MS applications (Teams, Outlook, Word, PowerPoint, Excel) (required) and Desktop Publishing Software (Adobe Suite)
  • Ability to understand and follow complex oral and written instructions. (required)
  • Ability to work both collaboratively and independently to perform effectively under tight deadlines. (required)
