THE POSITION

The Department of Transportation is on the lookout for a qualified candidate to take on the role of Highway Equipment Manager 2. This pivotal position involves the strategic planning, direction, and management of the highway equipment program within a County Maintenance Organization or its parent county in a consolidated Maintenance Organization. Key responsibilities encompass overseeing the maintenance, repair, and dispatch of a diverse fleet of heavy construction and automotive machinery, as well as supervising the equipment repair facilities and the personnel associated with them. Additionally, the role includes ensuring the proper maintenance of buildings, grounds, stockpiles, and other facilities dedicated to equipment storage and upkeep. DESCRIPTION OF WORK

In this role, you will be responsible for developing, organizing, and implementing a preventative maintenance program for designated equipment and facilities within a county maintenance department. This includes conducting thorough inspections of the assigned equipment to assess the necessity for repairs, replacements, or ongoing maintenance. You will engage in negotiations with vendors or garage proprietors regarding repair costs, parts pricing, available discounts, and to facilitate warranty inspections. Additionally, you will oversee the training, evaluation, and certification processes for equipment operators. It is essential to allocate specific equipment to individual operators, ensuring that each is adequately qualified and certified for operation. Furthermore, you will manage the inventory of equipment, track its usage, and designate items for stockpiling, while also overseeing the inventory of tools and approving the procurement of all necessary shop and foreman tools.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with 30-minute lunch.
    • Dual shifts in effect November through March.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One year of experience as a Highway Equipment Manager 1; or
  • Three years of experience in the repair and maintenance of gasoline and diesel engines and other components of heavy highway maintenance and construction vehicles and equipment including two years of such experience in a supervisory or administrative capacity; or
  • An equivalent combination of experience and training.

Conditions of Employment:
  • This position requires possession of a valid Pennsylvania Class A or Class B Commercial Driver's License with air brakes restriction removed.
  • This position requires possession of a valid Class 4 or Class 7 Commonwealth of Pennsylvania Inspection Mechanic Certification.
  • This position requires possession of a CFC-12 Refrigerant Recycling Certificate, a 134A Refrigerant Recycling Certificate, or a Compressed Natural Gas Certificate.
  • This position requires one year of experience or training in the repair or maintenance of diesel engines.
  • This position requires Tank (N) and HAZMAT (H) or Tank/HAZMAT (X) endorsements to be obtained within the six month probationary period.
