JRAD is seeking candidates for an immediate fill position supporting the Chemical and Biological Risk Reduction (CBARR) Technology Development Team. This is a remote position. The candidate shall have experience supporting or advising government programs in: program management and capability development with Chemical and Biological Weapons Elimination programs; experience preparing and presenting briefings and reports to senior-level management; demonstrated knowledge and experience in Program / Portfolio analysis, life-cycle management, and Programming, Planning, Budgeting, and Execution (PPBE) processes. Experience developing P&R Forms, or other programmatic documentation, and reviewing financial execution information are required, as well as a demonstrated ability to independently manage, synchronize, and track multiple, complex, and cross-functional tasks. Cross-training and Defense Acquisition Workforce Improvement Act (DAWIA) certification (equivalent) in multiple functional areas (program management, lifecycle logistics, test and evaluation, contracting, financial management, etc.), program/portfolio integration, and experience with the Chemical and Biological Weapons Elimination (CBWE) project portfolio is highly desirable.

Roles/Responsibilities:

  • Estimate life cycle costs for projects supporting CB defense programs.
  • Conduct trade-off analyses to evaluate the performance and feasibility of the technology within the context of the program.
  • Apply appropriate risk management tools to assigned tasks to identify and communicate potential programmatic risks and consequences.
  • Develop risk landscapes and perform risk analysis on project performance and schedule to include all CBARR activities ongoing and planned. Assess changes in development approach and the impact of changes to schedule and overall project scope
  • Support facilitating/coordinating varied research, engagements, strategies, and reviews to ensure effective and efficient execution of the foreign chemical and biological elimination tasks.

Required Skills and Education:

  • Bachelor's degree.
  • At least 10 years of experience in Chemical / Biological Defense Program Support.
  • Demonstrated knowledge and experience in Program / Portfolio analysis, life-cycle management, and Programming, Planning, Budgeting, and Execution (PPBE) processes.
  • Defense Acquisition Workforce Improvement Act (DAWIA) certification (equivalent) in multiple functional areas (program management, lifecycle logistics, test and evaluation, contracting, financial management, etc.), program/portfolio integration, and experience with the Chemical and Biological Weapons Elimination (CBWE) project portfolio is highly desirable.
  • Exceptional attention to detail and organizational skills.
  • Strong analytical and problem-solving abilities.
  • Excellent communication skills, both written and verbal.
  • Experience developing presentations for / to SES leadership level.
  • Ability to independently manage, synchronize, and track multiple, complex, and cross- functional actions.

Security Clearance:

  • Active Secret is required.
