Minimum Qualifications:

Education:



  • HS Diploma/GED


Experience:



  • Ten (10) years of direct work experience with the use of information technology to develop and/or integrate complex data, to include: requirements analysis; knowledge analysis; project management procedures including budgeting for programs; compliance planning and program planning; knowledge of DoD standards and regulations.
  • Experience may be achieved simultaneously.
  • Secret level Clearance required. Can support higher levels of Clearance.


Additional Quals:



  • Individual shall have knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures, and individual shall have written and oral communications abilities commensurate with this role.


Job Description:

VNE is seeking a Management and Program Specialist 3 responsible for providing direct project management support with the execution of multiple projects and applying scheduling theory to develop and maintain the Integrated Master Schedule (IMS) as well as related artifacts in compliance with scheduling best practices; administrative support with weekly reports; maintaining action trackers; and project management administrative assistance of United States Marine Corps Signals Intelligence programs.



  • Work closely with project lead and other project teams to develop detailed schedules, keep these schedules current and seamlessly integrated into the Master Schedule.
  • Experienced user of Microsoft Project, Excel, PowerPoint, Word and Visio.
  • Responsible for building a new NIWC Master Schedule and maintain the schedule in Microsoft Project.
  • Review, format, finalize the Weekly Activity Report in Microsoft Word.
  • Review, format, finalize the NIWC input to the Bi-Weekly slides in PowerPoint.
  • Maintain Tracking sheet for Action Items and Issues in Excel spreadsheet.
  • Update/Maintain the Organization Chart in Microsoft Visio.
  • Applies principles of project management developing large, complex schedules, which includes major milestones and deliverables from Original Equipment Manufacturers (OEMs) and Government sources.
  • Performs program schedule analysis to include Metrics, Critical Path, Float, and Schedule Variances.
  • Acts as scheduling subject expert and mentors the program staff with regards to scheduling.
  • Proposes processes that will aid Integrated Scheduling.


KNOWLEDGE AND SKILLS:



  • Intermediate to Advance knowledge in use of Microsoft Project, Excel, PowerPoint, Word and Visio.
  • Must be able to communicate effectively orally and in writing.
  • Must be able to work independently.
  • Must be detail oriented and organized.
  • Must be able to work on many different projects at one time.


Essential Duties of the Job:



  • Ability to communicate task requirement information to client in a clear and concise manner.
  • Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups.
  • Requires visual acuity to use a keyboard.
  • Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
  • Ability to work on computer for long periods, and communicate with individuals by telephone, email and face-to-face

  • May be exposed to chemicals related to office equipment.
