Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.
How your work would contribute to our organization and the Twin Cities region: The Cloud Manager (CM) is critical to the development and execution of key strategic Infrastructure and Cloud Operations (ICO) projects across the Metropolitan Council's (MC) various divisions. A successful Cloud Manager is responsible for the planning, implementation, and operational excellence of Azure hybrid infrastructure services, including the integration of on-premises, cloud (Azure, AWS, GCP), and edge computing components. This role leads a team of cloud and infrastructure engineers to deliver scalable, secure, and cost-effective infrastructure platforms that support enterprise-wide IT and business strategies.
Full Salary Range: $52.19 - $84.71 hourly/$108,555 - $176,197 yearly
This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job

Strategic Planning & Leadership
- Lead the design and operation of Azure hybrid infrastructure and multi-cloud strategies to support business applications and workloads across public and private cloud environments.
- Develop and mature enterprise-level infrastructure standards, runbooks, and policies focused on security, automation, and efficiency.
- Own and drive the roadmap for ICO platforms in alignment with broader IT and organizational tools.
Team & Operational Management
- Manage, mentor, and grow a high-performing team of infrastructure and cloud engineers.
- Serve as an escalation point for critical ICO issues and incidents; participate in on-call rotations to ensure Service Level Agreements (SLAs) are consistently met.
- Establish and track Key Performance Indicators (KPIs), SLAs, and operational telemetry to identify opportunities for cost reduction, performance improvement, and automation.
Infrastructure as Code & Automation
- Oversee the implementation and maintenance of Infrastructure as Code (IaC) using Terraform and Ansible.
- Promote automation across deployment pipelines, system management, and monitoring to enhance reliability and scalability.
Cross-Functional Collaboration
- Partner with application, DevOps, security, and data platform teams to deliver integrated and compliant infrastructure solutions.
- Collaborate with cybersecurity teams to implement robust identity and access management (IAM), network security, vulnurability management, and disaster recovery (DR) strategies.
Vendor & Stakeholder Engagement
- Manage relationships with cloud vendors, infrastructure tool providers, and managed service partners.
- Communicate ICO performance and strategies effectively with senior leadership, business stakeholders, and key customers.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of education (in Computer Science/Engineering, Information Technology, or related) and relevant experience:
- Master's degree and 5 years of experience, including 3 years of management experience.
- Bachelor's degree and 7 years of experience, including 3 years of management experience.
- Associate's degree and 9 years of experience, including 3 years of management experience.
- High school diploma/GED and 11 years of experience, including 3 years of management experience.
You must have a valid driver's license.
Experience must include MS and Azure products, Red Hat, VMware vSphere and NetApp products, capabilities and services, and ITIL framework practices (preferably ITIL 4) for IT service management.
Management experience includes employee supervision, work unit financial management, operations management, policy/procedure development, business planning, and leading and influencing others within and outside the organization.
What additional skills and experience would be helpful in this job (desired qualifications):
- Expertise in Azure, with working knowledge of AWS and GCP.
- Hands-on experience with IaC tools (Terraform and Ansible).
- Familiarity with DevOps practices, CI/CD pipelines, and observability tools.
- Ability to incorporate the principles of inclusion, equity, and diversity into your daily work and look for positive ways to apply the Golden and Platinum rules when interacting with others.
- Familiarity with the varied communities of the MC.
What knowledge, skills and abilities you should have within the first six months on the job:
- Understanding of the various business units and what each unit does, their way of working, and their needs and requirements.
- Ability to juggle diverse projects and their regulatory aspects and budget constraints and how they affect the team's workload and backlog.
- Strong interpersonal relationships within and across teams and business units, to remove barriers, reduce risk, build trust and improve insights across the MC.
- Ability to set others up to be successful in their work, providing a helping hand through servant leadership.
- Comfort delivering strategic guidance to all levels of leadership, across multiple divisions and business units of the MC.

Work may sometimes require travel between your primary work site and other sites. If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history.
