Department Overview
UC Controller provides strategic leadership and support of systemwide financial functions, including financial reporting, capital assets and debt accounting, federal and extramural costing policy, benefits accounting, endowment and investment accounting, financial systems and payroll compliance, and tax compliance. We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University's financial systems are compliant with all University, State, and Federal laws, rules, and regulations. Financial Reporting within the Controller's Office is responsible for external and internal reporting for interim and year-end for the University of California, University of California Retirement System, and University of California Retiree Health Benefits Trust. This includes performing technical accounting research, providing accounting guidance, coordinating various external audits and attestation services, ensuring the integrity of financial systems and reporting, working on major system innovations, and coordinating programming efforts to create, improve, and streamline accounting and reporting applications.

Position Summary
Under the guidance of the Systemwide Financial Reporting Manager, the Systemwide Financial Reporting Analyst is responsible for performing in-depth analysis and reconciliation of complex assignments across a broad scope. This role requires advanced accounting knowledge and strong technical research abilities. The Financial Reporting Analyst exercises sound judgment in selecting appropriate methods and techniques to obtain solutions, perform analyses, and develop recommendations. Typically, minimal instruction is provided for routine tasks, with general guidance provided for new or unique assignments. Key responsibilities include assisting in the preparation of both internal and external financial reports, conducting analytical reviews, supporting the development of accounting policies, and addressing technical accounting matters.

Key Responsibilities

  • 50% Financial Reporting and Audit Coordination * Coordinates the annual fiscal year-end process in collaboration with the University community, leading the implementation of necessary changes. Maintains the audit and financial reporting timeline, while also tracking key audit document deadlines. * Provides support to external auditors and contributes to the preparation of annual financial reports, including workpapers, footnotes, and conducting research. * Ensures accuracy and completeness of internal and external financial reports for the University of California (including its medical centers), University of California Retirement System (UCRS), and University of California Retiree Health Benefits Trust (UCRHBT) by performing in-depth analysis and reconciliation. * Prepares adjusting journal entries or corrections at fiscal year-end as needed. Identifies potential issues and notifies relevant parties to ensure resolution. * Effectively communicate with all levels of the University community, third-party service providers, including external auditors.
  • 30% Other Reporting * Prepares workpapers and reports, and coordinates with the University community to complete various annual requests, including but not limited to the IPEDS finance survey, SCO deliverables, and investment reporting. * Prepares ad hoc reports.
  • 15% Accounting Research and Policy Development * Provides technical accounting training, guidance, and support to the University community as needed. Works closely with campus accounting groups to ensure consistent application of policies and procedures. * Develops and updates accounting policies and procedures in response to changes in new requirements and activities. * Develops and makes recommendations on internal policy / procedural changes that affect functional area. * Researches new accounting standards and assists with planning their implementation as it relates to financial reporting. * Gathers, analyzes, prepares, and summarizes recommendations for complex financial transactions including trended future requirements. Examples include generating, modifying, and conceiving of new financial or other resource reports, strategic planning and modeling, analyzing and forecasting data and making recommendations for maximizing financial or other resource outcomes.
  • 5% Other * Supports operational needs, including period closings for the Benefits Accounting, Investments, General Accounting, and Capital Assets and Debt Accounting groups within the Controller's Office. * Reviews and approves advanced financial transactions. * Develops, implements, and maintains changes across multiple financial reporting systems. Leads the testing of transactions and system reports to ensure accuracy for financial reporting purposes. * Assists with various special projects. * Maintains and updates financial reporting tool. * Serves as a liaison with internal and external constituents.

Skills and Abilities
Required Qualifications

  • Experience and demonstrated in-depth knowledge of generally accepted accounting principles (GAAP) as they apply to a wide variety of accounting transactions and fiscal troubleshooting; thorough understanding of reconciliation processes, the accounting cycle, financial statements, internal controls, and GASB pronouncements.
  • Demonstrated ability to gather relevant data, perform analysis and reconciliation, and make recommendations to resolve accounting issues.
  • Demonstrated ability to analyze, translate, document, and implement new or revised complex accounting pronouncements issued by GASB, along with standard accounting procedures; skilled in interpreting conflicting regulations and determining the order of precedence in their application.
  • Knowledge of financial transactions and financial systems. Ability to use financial reporting tools to improve processes.
  • Meticulous attention to detail, demonstrated by consistently preparing and reviewing financial transactions, ensuring accurate data coding, and identifying anomalies with a high degree of precision.
  • Excellent verbal and written communication skills, demonstrated by the ability to articulate ideas and issues clearly, concisely, and persuasively, as well as effectively convey complex policies and procedures.
  • Excellent interpersonal skills and ability to work effectively across the organization at all levels.
  • Ability to work independently and collaboratively as part of a team.
  • Demonstrated organizational skills including ability to efficiently prioritize workload to meet deadlines in an environment of multiple projects and changing priorities.
  • Proficiency with MS Office Suite and other standard office applications.

Preferred Qualifications

  • Experience in complex, higher education and/or large research university environments and an understanding of related priorities, issues, motivations, and constraints.
  • Experience with Oracle Cloud Financials and Amazon Quicksight.

Education
Required Qualifications

  • Bachelor's degree in accounting, business administration, economics, or an allied field or an equivalent combination of education and experience and 8 years of recent experience of a professional nature with emphasis on analytical work.

Licenses and Certifications
Preferred Qualifications

  • Certified Public Accountant (CPA) professional certification preferred.

Travel Requirements
5% Travel to campuses or other training facilities

SPECIAL CONDITIONS

This position has been approved for a hybrid work arrangement. The person hired must report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA, on Tuesdays and Wednesdays, subject to change. The person hired will be required to reside in the state of California.
