Job Title: Human Resources (HR) Director
Department: Human Resources Department

Hiring Range: $145,226/annual - $163,384/annual

Purpose of Job: This position leads an innovative Human Resources (HR) team that manages, develops, and implements practices in talent management, total rewards, workforce planning, training, employee relations, and partners with the city manager's office in organizational development. The HR director provides strategic and inclusive direction to employees and leads, coordinates, and delivers all human resources services, including risk management oversight while ensuring legal compliance.
Supervision Exercised and Received: Works under the direct supervision of the Administrative Services Director. Exercises direct supervision over Deputy Director of Human Resources, Compensation and Benefits Analyst, HRIS Business Partner, and the Senior HR Business Partner.

Essential Job Functions:
* Manages and leads the Human Resources (HR) team. Optimizes HR functions by modernizing, implementing, and refining processes and activities that align with strategic objectives, improving technology efficiencies, and supporting the business partner model.
* Executes leadership and supervision responsibilities through sound judgment and accountability, focusing on managing and resolving conflict. Defines and clarifies responsibilities and expectations, sets goals, provides motivation and performance coaching, and encourages training and development. Fosters a culture of diversity, equity, collaboration, and inclusion.
* Manages employee relations issues and conducts investigations in support of the city's policies, administrative directives, ethics, and values. Identifies patterns affecting organizational, team, and individual performance to implement suitable organizational development interventions. Advises and counsels in the handling of conflict resolution and consensus building.
* Formulates, recommends, interprets, and implements policies, administrative directives and procedures. Oversees research and implementation of new employment law updates and best practices in human resources and risk administration consistent with city values and culture.
* Ensures compliance with legal requirements and government regulations affecting human resource functions, policies, procedures, and required reports. Models potential impacts and implements compliance strategies.
* Leads or oversees innovative performance management processes and systems that align with the organizational culture.
* Partners with the City Manager's Office (CMO) in organizational development and workforce planning strategies, including, but not limited to, city-wide training initiatives and employee engagement activities. Assist the HR staff in managing the city's talent needs and pipeline in anticipation of workforce planning.
* Supports partnering with the communications office to develop internal communications strategies.
* Oversees the development and implementation of HR metrics. Uses data analytics to drive strategic decision-making. Directs the strategic administration of the city's total rewards programs. Provides strategic oversight of risk management programs, including worker's compensation, property casualty, prevention, and safety programs.
* Prepares and coordinates the management of the department's budget.
* Presents oral or written reports to management, staff, and the City Council regarding human resources issues, policies, and practices. Attends Council meetings and external meetings as appropriate.

Minimum Requirements:
Education: Bachelor's degree from an accredited university in Human Resources, Public Administration, Management, or a relevant field of study.
Experience: Five (5) years of progressively responsible, professional experience in human resources with three (3) in supervisory or management position.
Licenses & Certifications: Must possess a valid Colorado driver's license or be able to obtain one within 30 days of start date. Incident Command System (ICS) 100 and 200 required to be completed within six (6) months from date of hire.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
Desirable Qualifications:
* Prefer SPHR, SHRM-SCP, and municipal government human resource experience.
* Prefer demonstrated experience leveraging technology to improve processes.
* Master's degree in human resources management, public administration, or business administration.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.

* Regular full-time hours may vary with workload.
* Evenings/Weekends may be required depending on department needs and special projects.
