JOB SUMMARY

Provides advanced technical and functional expertise in developing complex reports, conversions, interfaces, customizations, extensions and workflow design during multiple implementations, upgrades and maintenance of the Sewer District's SQL-based business application software. Works with stakeholders to elicit requirements, analyze data, identify business process gaps and propose solutions. Conducts detailed research, suggesting business process improvements to meet complex business needs and developing proof of concept and coordinates production deployment in multiple domain areas. Manages and works with other technical and functional team members and external consultants to research, design, document, configure, set-up, test and deploy complex solutions to achieve business functionalities in conformity with established standards, methodologies, policies, procedures and develop standards. Leads implementations and supports projects. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Works closely with business and technical teams to identify, recommend and implement complex solutions for SQL-based applications utilized by Engineering & Construction, Operation & Maintenance and Watershed Programs and any new modules based on business and technology needs.

- Identifies, recommends, creates functional requirements and implements architectural solutions for new or updated systems for technology changes.

- Develops complex solutions to leverage SQL-based applications functionality for IT supported application such as, PowerApps, PowerAutomate, SharePoint Online, PDMS, eLogger, Kahua, and Niagara and suggests process improvements.

- Utilizes advanced software development and technical tools including but not limited to SQL, PLSQL, Python, Visual Basic, C# to effectively support IT supported applications.

- Understands complex business needs, develops proof of concept, demos POC to business and modifies any system configurations as required including application setup, flex- fields, workflow, profile options and application security.

- Creates new standards. Periodically reviews and updates the standards and establishes new process improvements for the latest technology changes.

- Manages, guides and works jointly with the functional or technical team to guide and develop technical objects for conversions, interfaces, enhancements and customization of SQL-based applications and other applications.

- Manages and guides interns, developers and consultants on assigned deliverables.

- Prepares user training documents and trainings on new functionalities.

- Manages complex SQL-based application projects, implementations, plans and organizes tasks and reports progress.

- Conducts detailed research, suggesting business process improvements to meet complex business needs and develops proof of concept and coordinates production deployment in multiple domain areas.

- Enhances enterprise applications for IT supported applications through analysis, review and enhancements to increase the operating efficiency or adapt to new requirements.

- Collaborates with other technical development team members and external consultants to develop end users' business requirements and operational needs, questions of system intent, output requirements, input data acquisition and internal checks and controls in conformance with information systems and standards.

- Develops test scenarios and data, analyzes test results and specifies data control procedures for new and existing requirements. Tests systems for correct functionality and checks work completion for accuracy.

- Manages internal and external team members during project implementations as needed.

- Works closely with users to resolve production issues independently for IT supported applications that are housed on-premises and other cloud applications.

- Documents business needs and maintains changes using the standard templates and change processes.

- Tracks and manages requests and issues and provides timely reports to management.

- Keeps current on new developments in information technology and their applications to make recommendations for implementing appropriate technology advancements.

- Develops complex solutions in accordance with business needs, directs technical development and manages deliverables for IT supported applications.

- Provides customer support for business-critical application problems and issues.

- Evaluates new and complex technology features and suggests how they fit into the production solutions.

- Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess a bachelor's degree in Computer Engineering, Computer Science, Information Technology, Business or related field.

- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

EXPERIENCE

Candidate must possess five (5) years of experience in information technology related field. Experience must include four (4) years working with SQL-based applications. Prior experience managing teams and/or leading people, projects and/or processes preferred.

OTHER REQUIREMENTS

KNOWLEDGE, SKILLS AND ABILITIES

- Candidate must possess knowledge of software development, implementation and support processes, data extraction and conversion process for implementation, standard production support process and use of any version control and migration tool. Knowledge with SQL, PLSQL, Python, Visual Basic, C#, interfaces and cloud applications.

- Candidate must possess effective written and verbal communication, organizational skills, decision-making abilities.

- Candidate must possess ability to manage projects, meet deadlines and tackle emergencies and difficult situations.

- Candidate must possess the ability to effectively plan and coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as driving, sitting, standing, talking, typing and walking. Ability to push, pull and lift from floor to waist, waist to shoulder or floor to shoulder up to 10 lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, depth perception, and near acuity. Ability to withstand faint to moderate noise exposure for fifteen minutes or longer on an intermittent basis is required.

Pay Range: USD, Commensurate with Experience

$89,945 - $112,430 annually
