Job Summary and Responsibilities

The Vice President of Operations has full P&L responsibility and provides overall planning, direction, and control to specific programs within the Medicaid Enterprise Systems (MES) business segment to achieve operating and financial goals. The role is responsible for delivery of client, implementation, and operations services across all contracts with leadership of resources from multiple disciplines. This position includes travel within the Eastern region of the U.S..

  • Leads the Account and Service delivery functions across multiple programs and teams, inclusive of matrixed functions supporting client delivery.
  • Oversees multiple programs and direct reports with a combined annual budget of $70M+.
  • Oversees and ensures compliance to internal and external Service Level Agreements.
  • Serves as liaison to key subcontracts and vendors.
  • Oversees key management decisions across contracts; working closely with Acentra Health leadership as needed.
  • Assesses and identifies areas for process improvements within the Operations organization; approving recommendations to implement enhancements.
  • Implements mitigation plans to address risk issues and escalations.
  • Oversees and ensures the development of relevant metrics for Operations teams and uses metrics as a basis for communication and continuous improvement.
  • Defines strategic staffing plans based on projected demand, making use of external vendor partner capacity where applicable.
  • Researches and interprets appropriate legislation and regulations to identify strategies, new product opportunities, and opportunities to capitalize on market changes.

Leadership

  • Determines project scope and recommends and assigns resources as available for multiple projects concurrently.
  • Determines estimated time and financial commitment of projects and monitors progress for multiple projects concurrently.
  • Drives and supports a one-company orientation, collaborating with partners across the entire organization (e.g., Operations, Human Resources, IT, Business Development, Data Warehouse, Contract Compliance, etc.)
  • Performs cross-regional activities that enhance operating efficiencies.
  • Demonstrates expert knowledge of operations and implementation methodologies, best practices, and procedures and applies them to projects to ensure that Operations team objectives are achieved.
  • Interfaces with executive management frequently and provides industry insights and best practices.
  • Determines, evaluates, and modifies plans to meet current and future needs.
  • Provides oversight of vendors in accordance with the corporate vendor management program requirements and negotiates subcontractor and vendor contracts.
  • Maintains awareness of the organization's cultures, influencers, pain points, and opportunities
  • Creates and maintains customer relationships to ensure a strong customer service focus across operational teams.
  • Partners with customers and analyzes issues and problems from the customer perspective.
  • Possesses unwavering commitment to customer service and operational excellence.
  • Remains well-informed of new technology and market developments.
  • Adheres to Acentra Health standards and processes.
  • Identifies and engages in up-selling opportunities to current customers.
  • Acts as resource, demonstrating the value of Acentra Health's suite of products/services.
  • Ensures appropriate use of all available resources within the team and proper use of unassigned time.
  • Develops key performance indicators (KPIs) and ensures that metrics are achieved.
  • Implements performance plans for specialized skill groups and approves corrective action plans as needed.
  • Provides final approval as needed on administrative functions related to recruiting, training, nurturing interpersonal skills among team members, conducting performance and annual reviews, setting SMART goals, recommending salary increases and adjustments, ensuring timekeeping compliance, and taking disciplinary actions.
  • Oversees the performance management review process with Operations team, ensuring alignment with employee career goals and Operations team objectives.

Qualifications

  • Bachelor's or Master's degree with 20+ years of relevant experience, including 15+ years of operations leadership experience at large complex organizations, including leading centralized or matrixed teams.
  • 5 years of experience in a VP-level role with commensurate responsibilities.
  • 5 years of contract negotiation experience.
  • 10 years of experience with organic and new logo business development with a proven track record of year-over-year revenue growth.
  • 15 years of relationship management experience at the client agency; director levels and above.
  • Expertise in operations and implementation processes and toolsets.
  • Expertise in contract and procurement processes.
  • Expertise in financial and accounting concepts and processes.
  • Expertise in knowledge of industry trends and competition.
  • Expertise in experience with health care implementations and operations.
  • Expertise in public sector health care programs.
  • Travel up 50% required

  • Technical understanding with ability to communicate and translate technical impacts, technical solutions, root cause, and corrective actions into business concepts or layman's terms.
  • Strong understanding of project management skills and ability to create and manage project plans.
  • Ability to meet deadlines, conduct and direct research into technology issues and products, and take initiative in the development and completion of projects.
  • Excellent problem-solving, analytical, and evaluative skills.
  • Excellent communication skills (verbal, written) with strong presentation and facilitation skills.
  • Strong experience working both independently and in a team-oriented, collaborative environment.
  • Demonstrates strong leadership skills and ability to work effectively with diverse teams to gain respect and build consensus with superiors, peers, subordinates, and contributors directly in a matrix environment.
  • Project Management Professional (PMP) certification (Preferred)
