SUMMARY OF DUTIES:

The Lead Equipment Training Specialist (Amtrak Apprenticeship) is responsible for the development,implementation, and management of all equipment training in compliance with Amtrak's Apprenticeship program

ESSENTIAL FUNCTIONS:



  • Responsible for planning, scheduling, monitoring, presenting learning objectives and documenting participationof Amtrak Mechanical Apprenticeship program.
  • Manages the development and implementation of Amtrak's Apprenticeship program for skills enhancement ofequipment and vehicle operations.
  • Coordinates Apprenticeship field-training activities including quality assurance functions to ensure compliancewith all published policies, standards and procedures.
  • Develops, implements, maintain and chairs committees for standardization of equipment and vehicle trainingand testing programs including materials, manuals, presentation methods, testing mechanisms, efficiency,standards, etc.
  • Presents Safety, Fundamentals and Skills training to Apprenticeship employees to enable them to attain theirAmtrak journeyman certification.
  • Maintains mandatory equipment qualifications.
  • Coordinates training at facilities and with applicable equipment to ensure students have hands on experience.
  • Efficiently and securely manage employee training records as required by CFR49 Part 238.109.
  • Presents Amtrak and vendor provided courses.
  • Work with Amtrak Apprenticeship department staff to conduct needs analyses to identify and communicatetraining needs.
  • Assures compliance with training requirements described in Thornton and McLaurin Consent decree.
  • Serves as a subject matter expert in the development, review, evaluation, and revision of Apprenticeship trainingprograms for compliance with current statutory/regulatory requirements, documented practices, technology,operational needs, and other requirements.
  • Coordinates with other staff performing program development and/or perform program development work asrequired.
  • Conducts observations of programs and/or deliver pilots of new or updated programs and provide documentedfeedback to the development process.
  • Works with System Safety to ensure training programs align with relevant Safety Regulations and Amtrak SafetyStandards.



MINIMUM QUALIFICATIONS:



  • Bachelor's Degree in Electrical, Civil, or Mechanical Engineering, Business, Education Construction or relatedfield, or the equivalent combination of education, training, and experience.
  • Experience in technical instruction and the preparation of technical training materials.
  • Experience working in railroad and construction maintenance.
  • Experience with federal codes and regulations.
  • Strong technical writing and public speaking skills.
  • Demonstrated understanding of Adult Learning Principles.
  • Extensive experience in the railroad industry. Demonstrated experience in administration, planning andscheduling and contract and labor agreements management
  • Excellent verbal and written communication, organizational, collaborative, and relationship building skills.
  • Demonstrated experience in railroad operation planning for construction and maintenance.
  • Demonstrated experience in the preparation of technical training materials as they apply to Apprenticeshiptraining.
  • Demonstrated knowledge of maintenance, operational, and construction practices specific to the railroadindustry. Thorough knowledge of applicable Federal, State and local rules and regulations.
  • Demonstrated proficiency in 49 CFR 214 and OSHA regulations.
  • Demonstrated proficiency in various Microsoft Office applications.
  • Must be able to motivate others and drive for results.



PREFERRED QUALIFICATIONS:



  • Degree in Business, Education, Training and Development, or Engineering or equivalent job experience.
  • OSHA Certification - 10 hr. General Industry.
  • Operating Rules Qualified.



WORK ENVIRONMENT:



  • Up to 25% Travel
  • Must be able to work unsupervised
  • Will require field work out on the railroad right of way and right of way construction situations which may requirelifting, climbing, etc.
  • Must be able to work in a fast-paced environment with frequently changing priorities.
  • Must be capable of walking track and climbing onto equipment when necessary



COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $94,300-$122,256. Pay is based on several factors including but not limited toeducation, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrakmay consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additionalincentive and pay programs to recognize and reward our employees, including a short-term incentive bonus basedupon factors such as individual and company performance that is commensurate with the level of the positionand/or long-term incentive plan compensation.
