Overview

Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Facility Security Officer supporting TOS II, at AEDC in TN. The Facility Security Officer will be working as a member of an integrated team responsible for supporting the United States Air Force Test Operations and Sustainment efforts.

Job Summary

The BNH Facility Security Officer (FSO), General Manager and Deputy General Manager are the positions identified as Key Management Personnel associated with the Company Facility Clearance (FCL). The FSO has oversight and authority over all aspects of the BNH Industrial Security Program, which must be established and executed in a manner that ensures compliance with applicable laws, regulations, directives, manuals and instructions.

Job Duties:

    Establish and maintain the FCL in accordance with National Industrial Security Program (NISP), Defense Counterintelligence and Security Agency (DCSA), and Air Force (AF) requirements
  • Serve as the BNH Insider Threat Program Senior Official (ITPSO), and ensure a robust insider threat/risk management is administered
  • Ensure the Company Security Program is compliant with all government regulations and requirements under the National Industrial Security Program Operating Manual (NISPOM) and any requirements of the Defense Counterintelligence and Security Agency (DCSA)
  • Use effective risk management principles to develop security policies and procedures for company-wide implementation and compliance, including Standard Practice Procedures (SPPs), for implementation of NISPOM requirements
  • Use effective risk management principles to develop security policies and procedures for company-wide implementation and compliance to ensure proper protection of Controlled Unclassified Information (CUI)
  • Maintain a comprehensive security awareness training and education program that ensures an appropriate level of awareness and compliance across the workforce, to include new hire briefings and employee debriefings
  • Ensure proper administration of personnel clearances and visit authorization requests utilizing DISS, NBIS, eQIP and other required applications
  • Coordinate with AF counterparts to obtain rulings, interpretations, and acceptable deviations for compliance with regulations
  • Ensure security requirements are properly identified in DD254s for classified subcontracts, issue guidance on flow-down subcontracts, and provide security requirements for subcontracts involving only controlled unclassified information
  • Ensure security requirements are properly identified in Information Protection Plans for unclassified subcontracts
  • Serve as liaison with AF counterparts, and provide subject matter expertise to base working groups
  • Responsible for conducting internal surveys and investigations, and establish mitigation actions for areas of risk or non-compliance
  • Responsible for receipt, analysis, coordination with law enforcement officials, or other required follow-up actions associated with employee reporting, to include adverse information, suspicious contacts and activities, reports of loss, compromise or suspected compromise, foreign travel, foreign contacts, etc.
  • Ensure effective counterintelligence training is provided to employees, as required, by maintaining working relationships with AF, DCSA, FBI, and AFOSI organizations
  • Responsible for investigation and reporting of security violations and incidents involving TOS employees; provide support to investigations conducted by associate contractor or AF personnel, as appropriate
  • Lead the BNH Management Team in preparing for and participating in the annual AF Industrial Security Program Review, and addressing in a timely manner any required corrective actions
  • Ensure effective management, security requirements/training, oversight, and performance assessment of classified subcontractors
  • Perform other related duties as required.

Basic Qualifications:

  • Bachelor's degree in relevant field and 2-4 years of progressive and relevant management/leadership experience
  • Active SECRET Security Clearance with ability to obtain and maintain a TOP SECRET Security Clearance
  • Current U.S. citizenship required

Preferred Qualifications

  • Defense Counterintelligence and Security Agency (DCSA) Certifications for Security Fundamental Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC)
  • Certified DCSA FSO for Non-Possessing Facilities
  • Certified Antiterrorism Officer (ATO) Level II
  • Certified DCSA FSO Program Management for Possessing Facilities
  • Certified CompTIA Security+
  • Excellent oral and written communication skills.
  • Excellent critical thinking, problem-solving, and effective decision-making skills.
  • Effective interpersonal relationship skills and listening skills.
