WHAT YOU WILL DO

The LTRA Program Analyst works to build and design cross-agency policies, programs and initiatives that effectively coordinate the long-term ongoing contracts that will provide rent assistance within the private and affordable rental market to high needs people experiencing or at risk of experiencing homelessness. This position will be responsible for identifying the best network of providers, developing the contracts and terms of providing this service across the state in a manner that is consistent and results in housing for the hardest to serve. This position is a key authoritative voice on issues related to homelessness and represents the Agency in critical policy decisions related to reducing and ending homelessness through system improvement and evaluation as well as policy development and implementation. This position coordinates between and across OHCS Divisions, the Governor's office, other State Agencies and key stakeholders, to lead key initiatives related to ensuring Oregon's Statewide Housing Plan is enacted through a concerted focus on ending and preventing homelessness, leveraging federal investments to end homelessness and coordinating stakeholder groups to solve unwieldy problems that require strategic input from multiple systems. This position will lead the efforts related to the provision of long-term rent assistance based upon feedback from partners and people with lived experience of homelessness to ensure a program is created that is receptive to the needs of those being served. to landlords across the state in a way amenable to landlords and the least burdensome to the people we serve.

This role supports the development and implementation of state and federal legislative strategies that advance the mission, vision and priorities of the agency. This highly independent position coordinates the legislative agenda and priorities as they relate to homelessness, housing instability and access to units in a tight rental market through creative design and strategic design efforts.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years' experience coordinating or administering a program

Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.

  • Utilize project management skills to implement new projects and conduct process improvements as needed.

  • Ability to work under tight deadlines and on multiple projects.

  • Excellent written and verbal communication skills and presentation experience.

  • Experience promoting diversity, equity, and inclusion principles and practices in the workplace.

HOUSING STABILIZATION DIVISION

OHCS's Housing Stabilization Division (HSD) provides critical statewide services addressing homelessness, housing stabilization, and energy and climate resilience for Oregonians with low incomes. HSD also administers the statewide data repository supporting accountable and effective funding and program design. Through a network of providers, including Community Action Agencies, local governmental and community-based planning groups, and community-based and culturally responsive organizations, HSD provides funding for shelter, re-housing support, rent assistance, energy assistance, and supports community service connections to critical needs for health care, education, and nutritious food. Recognizing the need to address root causes, the Housing Stabilization Division seeks to honor tribal sovereignty advance racial equity, and deploy a human-centered, wraparound approach toward a vision that all Oregonians will have equitable and inclusive access to safe and affordable housing and energy resources ensuring that any experience of housing instability will be rare, brief, and nonrecurring.

Housing Retention Team

The Housing Retention Team of the Housing Stabilization Division provides services that enable people experiencing homelessness to exit homelessness and supports to support low-income Oregonians avoiding becoming homeless in the first place. The Section enacts the vision of the Statewide Housing Plan through a concerted and unrelenting effort to eliminate the racial disparities that are evident amongst the population of people experiencing homelessness. The Section builds diverse partnerships of stakeholders, from community-based organizations, culturally specific organizations, and units of local government to provide an all-encompassing approach to homelessness in Oregon. The Section values collaboration, creativity and person-centered approaches to solving the challenge of homelessness.
