THE POSITION
-
The Planning and Development Services (PDS) Division of the Department of Land Use and Transportation (LUT) is looking to fill a Management Analyst I position.
The Planning and Development Services Division includes Community Planning, Transportation Planning, Current Planning, and Building Services. Their work includes maintaining the County's Comprehensive Plan, and updating the Community Development Code and Community Plans. It also includes preparing and updating the County's Transportation Plan, including bicycle and pedestrian planning.
The Position
The Management Analyst will be responsible for a variety of professional management assignments, including analysis of budgetary, administrative, and operational activities. This position is an important piece of the Department's finance team and the department as a whole.
During a typical month, a successful candidate will:
- Manage financial data for contracts and grants, including making payments to contractors and requesting revenue from grantors
- Manage the development and approval process of new grants
- Review and approve Purchasing Card transactions
- Approve transactions internal to the program
- Reconcile accounts
- Complete expenditure batch for internal services
Quarterly and annual processes include:
- Manage financial data for Annexations and Plan Amendments, including deposits, requests for additional funds, and refunds
- Budget development, monitoring, and reporting - including mid-year and year-end estimates
- Grant reconciliation
- Year-end Journal Entries
The ideal candidate will:
- Have prior experience working in public sector accounting and administration
- Have a strong background in Microsoft Excel and Word, including the use of Pivot Tables and V-Lookup functions
- Have experience using Oracle databases and understand building queries using table relationships
- Be able to work in the office at least 3 days per week
- Demonstrate experience working with people from diverse professional backgrounds

MINIMUM QUALIFICATIONS

- Bachelor's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; OR
- Associate's Degree in public or business administration, finance, economics, statistics, accounting or a related field that provides the required knowledge, skills and abilities; AND two (2) years of responsible professional work experience in administrative, operations, budgetary, financial, or similar analysis; OR
- Four (4) years of responsible work experience in administrative, operations, budgetary, and similar analyses.

Selection Process
