Job Profile Summary

The Advocate Health Vice President, Ambulatory Surgery Center Management & Development, is responsible for strategic planning, financial performance, clinical performance, operations, and the formation, development and optimization of all ambulatory surgery centers and physician joint venture surgery and procedural centers across the Advocate Health enterprise. The Vice President will manage a team of market-based ASC leaders who serve as the primary leaders for the growth and development of Advocate Health's ASCs, joint venture relationship management, and physician partner engagement. Responsibilities include building physician and partner organization relationships advancing new business development to increase market share and meet consumer demands, developing new business strategies in preparation for value-based care, site of care optimization, and oversight of the recruitment, and acquisition and deployment of new ASCs. The Vice President will provide thought leadership on the position of an ambulatory surgery centers in Advocate Health's overall strategic plan and care delivery portfolio.

Job Description

  • Responsible for building a cohesive ASC management team that is accountable for deploying the strategic and operational plans in an efficient and effective way. Supports and facilitates leadership development and succession planning for all team members. Actively mentors others into leadership roles.
  • In partnership with operations leadership, the Vice President has responsibility for the development and execution of system capital budgets and system control expenditures within approved budget parameters to optimize the ambulatory surgery center P&Ls. The Vice President ensures all locations are operationalized in a manner that achieves expected results in partnership with joint venture partners, including management partners. This will include site selection, facility planning, and oversight of financial, clinical, operational, and marketing plans.
  • The Vice President is also responsible for the development, communication, and deployment of best practice care models that exemplify the mission and vision of Advocate Health.
  • Leader will work with market leaders, medical group and services line leaders, strategy, finance, and operations to understand the competitive environment, patient selection opportunities, business targets, growth drivers, alignment strategies, and development opportunities.
  • The Vice President will lead strategic partnership development with independent/non-employed physician partners across the care continuum while optimizing the outpatient ASC platform.
  • The Vice President will ensure compliance with the organizational compliance plan and the rules and regulations of all applicable local, state and federal agencies, and regulatory and accrediting bodies.
  • Collaborates with business development and is responsible for new business identification, expansion opportunities and the build-out of ASC strategy as a priority, including creating growth plans for existing centers as well as new expansion including de novo centers and evaluation of joint venture relationship with physicians and other key stakeholders. Identifies areas of unmet needs across Advocate Health geographies and delivers plans to meet those needs from concept through to solution delivery. Ability to intersect with critical stakeholders, such as legal, compliance and others, in the execution of highly complex arrangements.
  • Ensures alignment of all Advocate Health ambulatory surgery centers with hospital-based services, other Advocate Health services and serves as a liaison to the corporate, medical group and other system functions.
  • Establishes system productivity benchmarks, and monitors industry trends to ensure services and strategies contribute to the highest quality and patient experience levels. Ensures operations and patient care at all Advocate Health surgery center sites follow applicable state, federal and medical center regulations.
  • Ensures standardization across Advocate Health ambulatory surgery centers and integration with other Advocate Health entities to optimize efficiency, productivity, financial outcomes and human resources. Accountable for system initiatives that cut across surgery centers to accomplish growth, effectiveness, quality and patient satisfaction goals.
  • Has the ability to operate in a matrix organization to design, deliver, and optimize a comprehensive ambulatory surgery strategy by involving key system stakeholders that leverages new business models and positions Advocate Health for long term success. Continuously seeks to improve and innovate clinical and operating models.
  • Develops and implements short term and long-term strategic initiatives that will keep Advocate Health on the forefront of responding to external, reimbursement and consumer demands, accomplished through the balance of enhancing operational efficiency of existing ambulatory surgery centers and while expanding new opportunities to facilitate growth; partners with local operations leadership, develops corrective action plans for underperforming operations while stimulating high performing centers.
  • Plans and implements timely communication plans with both internal and external customers to keep them abreast of changes in an effort to promote engagement and retention including facilitating problem identification and resolution through ongoing dialogue with management and administrative staff.
  • Designs and implements programs and services that optimize best practices that align with Advocate Health's initiatives. Develops and implements an operational platform that creates consistent processes, workflows and outcomes through operational excellence measures. Partners with market leadership and medical group leadership to focus on both top-line and bottom-line growth.
  • Serves as the organizational liaison to existing joint ventures, monitoring operational performance, fostering existing physician relationships, and ensuring there is a culture that aligns with Advocate Health.
  • Performs human resources responsibilities for direct staff which include interviewing and selection of new team members, promotions, staff development, performance evaluations, compensation changes, resolution of team member concerns, corrective actions, terminations, and overall team member engagement. Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to the organization's business.
  • Responsible for new business identification, expansion opportunities and the build-out of an ambulatory surgery center strategy as a priority, including creating growth plans for existing centers, expansion through de novo centers, and evaluation of joint venture relationships with physicians, ASC management companies and other key stakeholders.
  • Acts as lead for emerging prospects and new joint venture relationships. Works with members of Advocate Health's corporate team on due diligence and transactions.
  • Conducts financial feasibility studies and develops proposals for new business opportunities in collaboration with local and/or national teams.
  • Facilitates and manages ASC joint venture integration post transaction in partnership with ASC partners and operations.
  • Leads the integration of corporate functions into the operating model for Advocate Health ASCs, including Managed Care, Revenue Cycle Management, Supply Chain, Information Technology and other corporate functions.
  • Supports engagement through collaborative and ongoing internal/external communication with executive leaders, physicians, payers, and joint venture boards as well as other key strategic audiences.
  • Serves as the organizational liaison to existing Advocate Health ASCs, including monitoring operational performance, fostering existing physician relationships, and ensuring there is a culture that aligns with Advocate Health's mission.
  • Oversees the development and continuous improvement of services, policies, processes, and programs aligned with Advocate Health mission.
  • Identifies areas of unmet needs across Advocate Health's geographic markets and and delivers plans to meet those needs from concept through to solution delivery. Ability to intersect with critical stakeholders, such as legal, compliance and others, in the execution of highly complex arrangements.

Education/Experience Required:

  • Level of Education: Master's degree in health administration or business administration
  • Years of Experience: Typically requires a minimum of 15 years of experience in progressive leadership experience in the healthcare field, preferably with substantial experience in an outpatient and/or medical group setting, and including 5 or more years in ambulatory surgery environments

Knowledge, Skills & Abilities Required:

  • Experience with and understanding of joint ventures, de novo centers and ambulatory surgery operations. Proven ability to build and cultivate strong relationships and influence with physicians and system executives. Demonstrated experience and knowledge of ambulatory surgery operations as well as credible experience with playbook development and implementation. Financial acumen and experience with expansion of new sites of care. Ability to intersect with multiple key stakeholders in the execution of highly complex arrangements. Exceptional ability to execute on deliverables.

Physical Requirements and Working Conditions:

  • This position requires travel, therefore, will be exposed to weather and road conditions. Exposed to a normal office environment.
