Position Information

Join the County Administrator's Office as a Strategic Initiatives Analyst - Extra-Help.

The Strategic Initiatives Analyst will be an extra-help staff member in the Strategic Initiatives (SI) division of the County Administrator's Office (CAO). This position will support the SI division by conducting data collection, research, and analysis for a variety of projects and initiatives. Additional responsibilities include:

  • Assisting with request for proposals, and reviewing bid proposals and service agreements
  • Assisting SI staff with making recommendations for appropriate actions based on data and preparing reports and presentations that include data findings and recommendations
  • Researching various grant opportunities to determine fiscal and operational requirements, preparing grant applications, and setting-up procedures for grant administration and implementation
  • Researching legislation and notifying staff of potential impacts
  • Collaborating with other County departments to coordinate special projects
The ideal candidate will have a solution-oriented mindset and a high level of political acumen and understanding of County government operations, particularly in a County Administrator's Office. The ideal candidate must have the ability to communicate with tact and discretion related to sensitive and confidential topics. The ideal candidate will bring:

  • Experience conveying information effectively to a various audiences in a variety of mediums

EXTRA-HELP EMPLOYMENT

Extra-help employees relieve or augment permanent staff. Temporary, extra-help employees are not in the classified civil service and do not have property rights to permanently allocated positions. In addition, they do not receive most employee benefits such as long-term disability insurance coverage; accrual of vacation; participation in the County retirement program; or eligibility to take promotional examinations. Temporary, extra-help employees are limited in their employment to a maximum of one calendar year. These employees must be off of work for three months before they can be re-employed on an extra help basis. Extra-help employees who meet the eligibility requirements may qualify for a County contribution toward medical coverage.


The employment list established from this recruitment may also be used to fill future extra-help (temporary) positions as they occur during the active status of this list. The Civil Service title for this position is Department Analyst.

Minimum Qualifications

Education: Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, academic course work in public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses would provide such an opportunity.

Experience: Work experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, one year of full-time professional level staff experience related to general administration, accounting, budgetary analysis, or human resources work including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Working knowledge of: principles and practices of business and public administration as pertinent to area of assignment; principles, practices and political implications of decisions regarding budgeting, fiscal management, human resources and contract management; principles and methods of work planning, staffing analysis and project management; techniques and practices of research methodology, data collection, and analysis; report writing; application and use of basic statistics; the use of electronic information equipment and specific systems as used within the department.

Knowledge of: operations and functions of county government and the structure and function of the assigned department; modern supervisory management and human resources practice; modern office methods and procedures.

Ability to: plan, organize, and conduct research, analysis and statistical studies related to the various aspects of administration, budget and general management matters; collect, compile and analyze qualitative and quantitative data; review and implement changes in work methods, systems and procedures; understand, interpret and explain laws, regulations and policies governing program operations; prepare budgets, grant applications, service contracts and complex narrative and statistical reports; communicate effectively orally and in writing, and present conclusions and recommendations before advisory and policy bodies; establish and maintain effective working relationships with management, employees, clients, and the public in carrying out sound management policies; understand program objectives in relation to departmental goals and procedures; organize and prioritize work assignments; persuade, examine, and project consequences of decisions and/or recommendations; analyze administrative problems and budget requests; use of electronic information equipment and specific systems as used within the department; effectively supervise the work of technical and office support staff.

An Application and Supplemental Questionnaire Appraisal Examination (pass/not pass) will be conducted to evaluate each applicant's combination of educational coursework, training, experience, knowledge, and abilities that relate to this position to ensure satisfaction of the minimum qualifications for this position. Candidates who possess the minimum qualifications for the position will be placed on an extra-help employment list and referred to the department. The department may contact candidates from the employment list who possess the most appropriate job-related qualifications for further consideration.

ADDITIONAL INFORMATION

A background investigation is required prior to employment. Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation.
