TITLE: Mgr Drone & Diagnostics Center

POSITION CONCEPT:
The Mgr Drone and Diagnostic Center (DDC) supports Distribution Engineering and Operations (DEO) and Distribution Control Center (DCC) to proactively mitigate equipment, system and operational failures to increase safety, compliance, reliability, performance, affordability and resilience of the electric grid. The DDC utilizes Asset Management processes to proactively identify emerging failures and execute maintenance to prevent failures and engage DEO, DCC and other stakeholders such as Advanced Distribution Infrastructure (ADI) through Reliability Teams. In the event a failure or outage events, the DDC acts to assist in the troubleshooting and resolution of the failure quickly and develop Root Cause Analysis and other processes to prevent a repeat of the failure.
The functions of the DDC are identified in three areas:
1) Operational Programs - The DDC leads the development and implementation of functionality to directly reduce EWD, SAIDI, CAIDI, MAIFIE, CEMI, improve power quality. Additionally, the DDC operates the Tampa Electric Physical Grid Sensing (fixed wing, Unmanned Aerial Systems (UAS/Drone), satellite, others) and Electrical Grid Sensing (SCADA, AMI and other connected sensors) program.
2) Maintenance - The DDC monitors the performance and condition of the electric grid and transforms this data into and standardized view of risk to prioritize maintenance work and advise operations. The DDC directs dedicated maintenance resources and advises the prioritization of work and operations for DEO and DCC. The scope of the direct maintenance includes physical condition of the electric grid and protection and coordination system. The DDC advises on the performance and maintenance requirements for communications, networking, Advanced Metering, SCADA, ADMS and other electrical grid systems.
3) Analytics - The DDC leads the coordination of the development and use of our electrical models (ADMS, Synergi, others) to design and optimize grid performance and establish expected performance of the electric grid. The DDC leads the Analytics for both the electrical grid model and physical grid representation. This position works closely with IT and OTS on the design, development, implementation, maintenance, and governance for Analytics (Business Intelligence, Data Science, Artificial Intelligence, Machine Learning), Geographical Information Systems (GIS) and Remote Sensing technologies (satellite, UAS and associated systems).
Primary Job Duties and Responsibilities:
1. Lead the development, implementation and operation of the distribution grid Monitoring Plan. The Monitoring Plan establishes how we monitor, detect and track failures in the electric grid. This involves developing expected functional performance of grid systems through system design and modeling and the measurement of the actual operational performance of those systems to detect and act on any deficiencies (Electrical System Sensing). The Monitoring Plan also includes tracking of asset condition through Physical Grid Sensing, visualization and analytics. This includes the acquisition of asset condition from patrols, Physical Grid Sensing systems, the collection, processing and the application of Analytics on this data to inform work and operational changes. (20%)
2. Lead the development, implementation and governance of DDC Operational Programs to achieve specific goals for the safety, compliance, reliability, performance, affordability and resilience of the electric grid. These programs are multi-year multi-department roadmap solutions that require dedicated ownership to execute. (20%)
3. Lead the execution of maintenance in distribution grid through dedicated DDC maintenance resources. Maintain a prioritized backlog of grid maintenance, capital improvement and operational improvements that are communicated and discussed with DEO, DCC and other affected stakeholders. (20%)
4. Lead the development of TEC Electrical Grid Modeling and Sensing solutions. This includes coordination with other electric system modeling stakeholders (Planning, DCC, DEO and others) to represent (computer model) the design/expected performance of the electric grid. The Sensing function is the establishment of requirements and the development of Sensing systems to measure the performance of the grid. This includes the communication, networking, storage and Analytics required to visualize the performance of the electric grid. (15%)
5. Lead the development and operation of TEC Physical Grid Modeling and Sensing solutions. This includes leading flight operations for UAS and coordination of other remote sensing technologies (satellites) and the development of solutions to communicate, ingest, analyze and visualize the physical condition of our electric grid. In addition, this duty requires close work with GIS, IT, OT Data Strategy and other teams to apply Analytics to automate the analysis of digital representation of our physical electrical grid. (15%)
6. Lead Analytics for the support of Storm operations. This is a multi-year, multi-department roadmap to develop an improved estimation of expected damage, tracking of actual damage and outages in the grid, optimization of restoration, tracking of resources supporting restoration. (10%)
SUPERVISION
Direct Supervision: Direct supervisory responsibility for the Drone and Diagnostic Team - (9) Engineers
Indirect Supervision: Supervision of project and System governance teams.
RELATIONSHIPS
Key Internal: OT&S, DEO, DCC, ECC, Substation, Transmission operations and engineering (VP, directors, managers and program leads). Works with IT business relationship manager to prioritize a system portfolio roadmap and coordinate execution of the projects. IT and ES technical leads to develop and implement an effective technology plan.
Key External: Consultants (Solution implementers, etc.), Contractors, Industry Associations, Vendors
QUALIFICATIONS
Education
Required: Bachelor's degree.
Preferred: Bachelor's degree in Electrical Engineering, Computer Science, Computer Engineering, or Engineering. Advanced degree in business, engineering and/or information systems.
Licenses/Certifications
Preferred: Professional certifications related to the Duties & Responsibilities of this position.
Experience
Required: 8 years of work experience related to the Duties & Responsibilities of this position. Related experience consists of electrical distribution system design, construction, configuration, operation and maintenance. Knowledge of Analytics solutions and processes.
Preferred: Experience with the application of operational and information technologies in the fields of engineering, operations and maintenance, e.g. OSI PI and computer simulation and optimization of engineered systems, etc. use of Agile Scrum framework and data analytics, data science and business intelligence.
Knowledge/Skills/Abilities (KSA)
Required: KSA related to the Duties & Responsibilities of this position.
Knowledge of Analytics solutions and processes.
Preferred: Broad knowledge and skills in management and innovation in Analytics and IT/OT system solutions and the ability to apply this knowledge to develop and implement effective programs and roadmaps to meet business objectives.
