Responsibilities

Peraton is seeking a Deputy Program Manager (DPM) in Herndon, VA to support our Department of Defense, Intelligence Community customers. The DPM will report to the Prime PM to assist with management and oversight of activities across the Program. The DPM will be responsible for managing multiple application teams, programmatic and engineering planning, oversight, and delivery against customer priorities. The DPM is responsible for working with the Application Project Managers or Tech Leads to ensure the successful execution of individual application project teams. The DPM will also assist with planning future work, ensure work deliverables are in compliance with cost and schedule, resolve performance shortfalls or deficiencies, coordinate with contractor personnel, and communicate overarching Government objectives and goals for the project to the entire team.

The DPM works with the application Project Leads, Business/Finance POCs, and key personnel, as well as the Government Leads to plan and orchestrate work activities, schedules, timelines, and milestones for coordinated deliveries.

The DPM provides technical expertise and assistance to the Prime PM and Government staff regarding programmatic matters related to lifecycle engineering and industry best practices to achieve mission objectives and functions.

Program duties include:

    Provide support to the Prime PM to ensure the timely execution of all technical, financial, staffing, customer, and administrative actions.
  • Provide support to the Prime PM regarding strategic and tactical planning, risk mitigation, spend planning, problem resolution, customer support, and contract growth.
  • Provide program management support to facilitate the technical execution of the program. Program Management support includes: cost, schedule, risk and performance management of all staff and work activities.
  • Work with APMs and Tech Leads to ensure contractor personnel are qualified to perform the assigned task, and that tasks are understood and completed within the specified timelines.
  • Facilitate the accuracy, quality, configuration management and timely delivery of deliverables.
  • Provide program management expertise across a variety of development lifecycle processes (e.g., Agile, waterfall, other).
  • Assist with day-to-day contractual and programmatic management of the project.
  • Provide oversight for a variety of projects of varying size and scope within the Task Order.
  • Responsible for the successful technical, schedule, and cost performance in accordance with contract requirements, company and customer policies, procedures, and guidelines.
  • Act as a technical liaison with vendors and subcontractor teams.
  • Supervise Prime and Subcontractor personnel performing work in support of program objectives.
  • Develop, monitor, and update spend plans as required to track labor expenditures on assigned projects.
  • Monitor the quality of products and services provided by project team members.
  • Prepare Staffing Plans, including skill and labor mix, to support contract operations.
  • Assist with recruiting, interviewing, and hiring staff.
  • Organically grow revenue through existing or new opportunities.
  • Support new business development efforts.
  • Review candidate resumes and conduct interviews.
  • Provide ad-hoc support to Prime PM and other APMs on the program.
  • Prepare weekly status report summarizing team's activities/progress.
  • Coordinate and facilitate project meetings.
  • Identify blockers to project success, identify resources within gov't and contractor teams to overcome issues and keep projects moving forward.
  • Prepare weekly status reports and contribute to other deliverables.
  • Support Peraton PM management duties to include status reporting, data taskers, financial tracking, spend planning, charge number distribution, AOP/OCG planning, and staffing.
  • Allocate resources (staffing, facility, and budgets), and assist in managing facility accesses, badges, CAC's, Visit Requests, and DD254's for staff.


Qualifications

Required Qualifications:

  • Experience as a Program Manager in terms of cost, schedule, performance, and risk management.
  • 10+ years of experience managing programs.
  • Bachelor's degree, or 4+ years of related equivalent additional experience.
  • Experience successfully building and leading teams of multidisciplinary engineering staff.
  • Experience in engineering, design and analysis of IT or related systems experience in all phases of design, development, analysis and documentation, and development of standards and guidelines for tasks being performed.
  • Experiencing leading and mentoring direct reports to include: annual performance assessments, promotions, salary actions, performance improvement plans, etc.
  • Knowledge of NIST's Risk Management Framework.
  • Experience with ServiceNow/ServiceCentral.
  • Previous IC or DoD program/project work experience.
  • Experience generating estimates or ROMs for proposed requirements/capabilities.
  • Proven ability to be flexible and operate in a dynamic environment.
  • An active Top Secret clearance with SCI eligibility and the ability to obtain or maintain a CI polygraph.

Desired Qualifications:

  • Experience with the development and/or review of cost estimates and the associated technical work scope necessary to achieve stated objectives.
  • Experience in tailoring and using both Agile and Waterfall development methodologies.
  • Knowledge of, or past experience with, DIA messaging systems, DIA contracts, and DIA processes.
  • Experience with the identification of technical issues and proactive communication of possible impacts.
  • Experience in performing validation and verification of various engineering results and deliverables to ensure the highest quality results against customer requirements.
  • Working knowledge of SITE III ITS applications and mission objectives.
  • Knowledge of and experience with application performance monitoring, SPLUNK, and AppDynamics.
  • Experience with and strong understanding of systems engineering lifecycle.
  • Understanding and experience with DIA Cyber processes and requirements.
  • Previous experience on EADIS, EAMS, or SITE III TO contracts with DIA.
  • Proven written and verbal communication skills.
  • An active Top Secret clearance and current SCI access, and the ability to obtain a CI polygraph

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
