Overview

The Clinic Administrator for the Rural Health Clinic (RHC); plans, organizes and directs all department functions and activities. As a member of the interdisciplinary team, advised and seeks consent from the organizations leadership team to coordinate and manage the activities in the clinic.


Responsibilities

Clinical Excellence/Patient Care

* Manages and directs the needs of all customers (staff, patients, families, physicians, etc.) providing appropriate coaching and participates in the necessary decisions to provide excellent care.

* Manages and assesses the day to day activity - for example: oversees/participates/facilitates in committees, developing/reviewing policies and protocols, attends and serves on professional organizations, directs performance improvement activities, etc.

* Manages finances and is fiscally responsible for budget, revenue, FTE's, supplies, etc.

* Manages employees by establishing performance goals and assessments, allocating resources, counseling personnel, and applying disciplinary measures as needed.

* Assess, direct, and maintain department facilities, equipment, and supplies to promote evidence based practice and safety for all customers.

* Monitor, oversee, and assures proper documentation for compliance of an accurate legal record of patient's care.

* Manage, oversee, and delivers high quality care while demonstrating knowledge of the skills of the specialty required in assigned department in accordance with established policies, procedures, and standards of care.

* Utilizes and manages holistic approach (considering biopsychosocial, spiritual, educational, safety, and related criteria) appropriate to the age of the patients and families served in the assigned service area.

* Delegates and provides direction for other healthcare providers and hold them accountable for their involvement in the plan of care, project, or task assigned.

* Utilizes critical thinking in making independent judgments, and maintains responsibility and accountability for the knowledge of conditions of assigned duties.

* Analyze, evaluate, and manage services to ensure the following: exceptional care delivery, serving more patients, effective and efficient operations, committed team members. Development & Patient/Staff Education

* Selects, trains, orients, and facilitates appropriate staffing measures to meet department needs.

* Continues professional development and involvement in professional activities that enhance leadership skills and practice, and sharing knowledge through networking and research.

* Assess and manage teaching strategies appropriate to all customers: age specific needs, culture, gender, readiness to learn, and level of comprehension.

* Consults appropriate resources within the hospital to help support and provide specialized education.

* Demonstrates and manages workplace safety to prevent errors, accidents, and infections. Reports and takes action on potential or actual concerns immediately.

Basic UPH Performance Criteria

* Demonstrates and holds others accountable for the UnityPoint Health Values and Standards of Behaviors as well as adheres to policies and procedures and safety guidelines.

* Demonstrates ability to meet business needs of department with regular, reliable attendance, and holds others to the same standard.

* Ensures that employees maintain current licensure and/or certifications required for the position. Ensures that all staff meets the same standard.

* Practices and reflects knowledge of HIPAA, DIA, OSHA, and other federal and state regulatory agencies guiding healthcare.

* Completes all annual education and competency requirements within the calendar year and assures that all staff meets the same standard.

* Knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste, and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.


Qualifications

Minimum Requirements

Preferred or Specialized

Not required to perform the essential functions of the position.

Education:

* Bachelor's degree required OR a combination of education and experience.

* Business and/or health care management degree preferred.

* Preferred Master's degree in business or health care management.

Experience:

* 2-3 years of leadership experience

* Experience in accounts receivable, to include billing, collection, ICD-9 and CPT coding.

* Clinical operations experience preferred.

* Preferred experience in personnel management, facility management, financial management, budgeting and computers are preferred. Preferred knowledge and experience with process improvement.

License(s)/Certification(s):

* Valid driver's license when driving any vehicle for work-related reasons.

* Strong verbal and written communication skills.
