SUMMARY
-
Under limited supervision of the Administrator, performs highly responsible technical and administrative duties including but not limited to programs related to Substance Use Disorders with oversight of monitoring specialty grant proposals, disseminating information to program staff about upcoming State, Local and Federal grant opportunities. Additional responsibilities include supervising grant funded Program Coordinators who have oversight of daily operations and our Performance and Planning, Fiscal Accountant team to ensure compliance, financial planning and reporting, budget development and management analysis. Must be self-motivated, organized and detail oriented with the ability to follow each grant from initiation through to completion, assume responsibility for ensuring compliance with all Department of Drug and Alcohol and Prevention(DDAP), Office of Mental Health and Substance Abuse Services(OMHSAS) Reinvestment, Bureau of Justice(BJA), PA Commission on Crime and Delinquency(PCCD), and Center for Disease(CDC) grant requirements and oversee the track of each expenditure from application through reimbursement to final grant report.

ESSENTIAL DUTIES AND RESPONSIBILITIES

* Disseminates grant information to Program Staff and other offices as appropriate, reviews grant applications prior to submission, monitors grant requirements for compliance with grant agreements, and contracts ensures compliance with applicable policies and procedures. * Coordinates the processing of all grants with program staff, grantor and provider agencies. *Establishes and maintains a resource library of completed grants. * Oversight of budget and program amendments to grant awards, coordinates changes with Administrator to communicate information to the grantor, County Department, Finance office and HHS Deputy Director. * Coordinates, prepares for and participates in on-site audits from Manage Care Solutions and Office of Public Health. * Prepares agenda items for internal grant meetings, reviews grant agreements and represents the County in public meetings and grantor agency meetings as applicable. * Provides fund analysis and complies with reporting requirements at the State and Federal level. * Oversight of staff who are responsible for the daily oversight to include the Dynamics and PA WITS system for grant receipts, payments and expenditures. * Completes and compiles operational and grant monitoring reports. * Responds to grantors' data requests in a detailed and timely manner. * Reviews the work of program staff for completeness and accuracy; evaluates and makes recommendations as appropriate. * Leads or performs special projects as needed. * Provides updated grant information to other HHS offices, Boards, provider agencies and stakeholders. * Attends training meetings, conferences, courses and seminars to improve and enhance knowledge and improve skills relating to grants administration. * Operates a variety of equipment which include computer, printer, telephone, calculator, copier, fax machine and other office equipment. * Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to time keeper with respect to vacation time and leave requests. * Performs other duties as required. * (These essential functions are not a complete statement of all duties required of the job. QUALIFICATION REQUIREMENTS

Requires a Master's Degree in Leadership, Finance, Business Administration, Social Work Education, Economics or related field and three (3) years progressive experience as a supervisor, to include responsible Grant Writing, Financial Administration, knowledge of Government or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Previous grant administration experience preferred but not required. May require a valid State Driver's License. SUPPLEMENTAL INFORMATION * Knowledge in the methods, policies and procedures of the Substance Use Disorders and other substances, County structure, as they pertain to the performance duties of the Grants Manager. * Knowledge of the functions and interrelationships of the County and Governmental agencies. * Knowledge of laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. * Ability to ensure County compliance with applicable policies, laws and regulations. * Knowledge of accounting, budgeting and government reporting requirements. * Ability to perform complex analysis and calculations. * Ability to make public presentations. * Ability to communicate effectively and tactfully with members of the public. * Ability to learn and utilize new skills and information to improve job performance and efficiency. * Ability to comprehend, interpret and apply regulations, procedures and related information. * Knowledge of accounting, interpersonal and clerical skills. * Knowledge of modern office practices, equipment and various software applications. * Knowledge of proper English usage, punctuation, spelling and grammar. * Ability to use a computer for word and data processing and developing spreadsheets. * Ability to type accurately at a rate sufficient for the successful performance of assigned duties. * Ability to operate and maintain a variety of office equipment as necessary in the performance of daily activities. * Ability to assemble information and prepare reports/records in a concise, clear and effective manner. * Ability to read and interpret various materials pertaining to the responsibilities of the job. * Ability to maintain confidentiality as required. * Ability to perform required mathematical calculations. * Ability to compile, organize and utilize various financial information as necessary. * Ability to plan and develop daily, short-term and long-term goals. * Ability to offer instruction and advice to others regarding County, policies, methods and regulations. * Ability to take the initiative to complete the duties of the position without the need of direct supervision. * Ability to perform duties in a courteous manner and with the utmost integrity in the best interest of the public. * Ability to offer training and assistance to direct reports and other HHS offices as required. * Ability to maintain effective relationships with direct reports, HHS program offices vendors, etc.
