Description

Idaho National Laboratory is hiring a Program Security Specialist to work in our SMC Security Department. Our team works a 4x10 schedule located out of our SMC facility with every Friday off. You will report to the Department Manager.

Provide complex and dynamic security support to the SMC program to ensure security controls are effectively protecting the program following DoD Manual (DoDM) 5205.07 and Program Security Officer (PSO) approved Program Protection Plan (PPP) in conformity with approved DOE and BEA methods and processes. The PPP requires strict adherence with little to no margin for error within Personnel Security (PERSEC), Physical Security (PHYSEC), Information Security (INFOSEC), Security Education Training & Awareness (SETA) and Operational Security (OPSEC) of the SMC program. This position is responsible for all security required assessments of the SMC program at INL and develops security solutions needed to support a manufacturing environment. Provide direct interface with all facility operations and support organizations at SMC. All required security reporting and approvals at SMC are routed through the SMC Security Office supported by Program Security Specialists and then sent up to the DoD customer and DOE oversight office. Responsible for the oversight of all access control of people and material at SMC.

Responsibilities Include:

Provide daily security support and oversight for the SMC program at INL observing the DoD PSO approved PPP, DoDM.5205.07 Vol. 1-4, and applicable DOE Orders.

Provide security direction in all physical and information security areas at SMC (e.g., Communications Security (COMSEC), TEMPEST, INL Safeguards and Security liaison, ICS CERT, Classified Matter Protection and Control (CMPC), and Operations Security (OPSEC) programs).

Ensure proper containment, notification to DOE and DoD customer, and investigation for all SMC potential incidents are handled following DoD PSO direction and requirements.

Be the classification office support for the entire SMC program. This requires providing Derivative Classification (DC) reviews and OSPEC reviews for all media created at SMC following the applicable Security Classification Guide (SCG) and providing DC training to the SMC workforce.

Provide oversight of all material entering and leaving SMC facilities. This includes plant deliveries,

Manage SMC access controls for the facilities to include approving visitor access.

Approve main card access to security areas; coordinate access for high-level visits; approve short-term subcontractor access; ensure only employees with adequate authorizations are approved for main card access; approve and maintain alarm access authorization lists used at the Central Alarm Station (CAS); approve issuance of locks and keys; serve as the facility single point-of-contact with the Lock Shop to include providing detailed work scope approval and lock/combination oversight; perform annual main inventory; and support "termination for cause" activities.

Conduct security surveys and self-assessments in the security fields of PHYSEC, PERSEC, INFOSEC, and OPSEC. These assessments are intended to identify weaknesses as well as opportunities for continuous improvement are reported to the SMC DoD customer and DOE. This includes conducting preliminary investigations for security discrepancies.

Categorize CAS discrepancies.

Review operability alarm logs and preventive maintenance records and coordinate corrective actions with Physical Security Systems personnel in maintaining accreditation for all SMC secure areas.

Manage standard operating procedures, security plans, emergency destruction plans for the SMC program and facilities.

Make fully informed decisions related to the SMC program and facilities without appreciable direction


Qualifications

Minimum Requirements:

EX3: Bachelor's and 5 years of experience. Master's and 2 years of experience. PhD and 2 years
of experience or 11 years of relevant experience in lieu of education.

EX4: Bachelor's and 9 years of experience. Master's and 6 years of experience. PhD and 4 years
of experience or 15 years relevant experience in lieu of education.

U.S. Citizen. Must be able to obtain and maintain a DOE "Q" security clearance.

The Ideal Candidate will have the below.

In-depth knowledge of SAP security policies and DoD Manual 5205.07 Volumes 1-4, and knowledge of general security policies is required.

  • The pay range for this position is: Level 3 ($63,528 - $130,284 ) / Level 4 ($75,804 - $155,496 ). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.



  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.



  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
