CPC is a Dover company based in Minnesota (Minneapolis/St. Paul metro) with global offices and operations in Europe and Asia. This position reports to the Senior Director of Compliance and will benefit from the additional assistance and support of the ultimate parent company, Dover Corporation, Legal and Compliance teams while being responsible for CPC's compliance as well as alignment with Dover standards, ethics, and policies. Position Summary: Manage, oversee, and administer CPC's trade compliance (import and export) and anti-corruption/anti-bribery strategies by establishing and maintaining policies, procedures, internal controls, and regular internal audits. Subject matter expert of Export Administration Regulations ("EAR"), Export licensing with Bureau of Industry and Security ("BIS"), Free Trade Agreements ("FTA"), Tariff Classification ("HTS"), Country of Origin determination ("COO"), Anti-boycott regulations, Restricted Party Screening, Third Party Vetting, Office of Foreign Asset Control ("OFAC"), Customs and Border Protection ("CBP"), and Recordkeeping. Train, facilitate, support, audit, and hold accountable various functional roles, who are not direct reports, with export, import, and anti-corruption compliance responsibilities and tasks at two US sites (both in Minnesota) and small foreign sites (Europe and China). Provide training as needed/required to employees.
Essential Duties and Responsibilities: * Manage day to day activities relating to the export and import compliance program for the manufacturing and sales sites (including but not limited to US, Europe, and China) to ensure compliance, accuracy, and proper documentation/declarations supported with analysis and data. * Oversee and interface with Engineering and Supply Chain for accurate HTS, COO (generic and preferential), and ECCN classification with well documented supporting documentation and analysis. * Manage Know Your Customer ("KYC") processes. * Establish and oversee internal audit processes for trade compliance and anti-corruption/anti-bribery. * Provide regular compliance training to relevant functional departments. * Draft, caused to be drafted, and maintain relevant compliance policies, procedures, and work instructions. * As necessary, liaison and interface with government authorities (e.g. BIS and CBP), internal auditors, and external auditors. * Utilize ACE reporting to facilitate audits for import and export adherence. * Facilitate vetting of third parties (business partners and vendors). * Perform Restricted Party Screening. * Conduct and manage regular Compliance Risk Assessments and be an active participant in identifying and properly mitigating risks for the business. * Successfully manage multiple projects and priorities according to deadlines and business priorities. * Provide regular updates of projects, focuses, and status of compliance in
Required Qualifications: * B.A. or B.S. 4-year degree from an accredited university in logistics, supply chain or international business and/or 4-6 years of related job experience. * Knowledge of EAR, FTR, FTA, CBP, BIS, OFAC, HTS, COO, ECCN, and Anti-Boycott regulations. * Knowledgeable in global trade, international shipping (export documentation and incoterms), and customs (import documentation) procedures. * Ability to successfully conduct and lead meetings while ensuring compliance goals and projects are achieved according to established guidelines, procedures, policies, and deadlines. * Ability to successfully influence leaders, peers, and those in other functions without direct reporting structure. * System experience with ACE and ACE reporting. * Excellent experience using Word, Excel, PowerPoint, and Microsoft Outlook. * Highly organized with successful project management experience. * Excellent written and verbal communication skills. * Excellent analytical and problem-solving skills. * Strong interpersonal skills.
Desired Characteristics: * Advanced degree such as Masters or Juris Doctor with 5-7 years of trade compliance experience. * Licensed Customs Broker or Certified Customs Specialist.
