NAVSUP- Workforce Development Specialist

POSITION LOCATION: Corporate Operations Directorate, Naval Supply Systems Command (NAVSUP) Headquarters, located in Mechanicsburg, PA.

Summary: This contractor position supports the Corporate Operations Directorate at NAVSUP. NAVSUP has a workforce of approximately 7,100 employees and manages key logistics programs in supply operation, contracting, resale, fuel, transportation, security assistance, conventional ordnance, food service, and other quality-of-life programs. The NAVSUP workforce is comprised of military and civilian personnel from entry-level through Senior Executive Service (SES)/Flag Officers.

Major Duties:


  • Serve as the primary POC and program support for all NAVSUP Leadership Training Programs, to include NLDP Tier 1, Tier 2, Tier 3, and Executive Development Programs. Additional programs pending federal funding and approval.
  • Promote the advancement of civilian personnel through the implementation of the NAVSUP Leadership Progression Model, which emphasizes key competencies, behaviors, and recommended training for each grade level. Perform Workforce Development activities as a Learning Administrator within the Navy Learning Management System (Waypoints).
  • Provide support for NAVSUP workforce programs such as the Naval Acquisition Development Program (NADP) and Defense Acquisition Workforce Improvement Act (DAWIA).
  • Provide advice, analysis, and oversight on workforce development programs such as onboarding, sponsorship, leadership development, competency development courses, career progression, mentoring, rotational assignments, development opportunities, on-the-job training, mandatory training (employee and supervisor), and training reports and surveys.
  • Engage with external vendors to coordinate and host contracted on-site training courses. Host duties include vendor liaison while on-site, course roster management, event room setup, technical, audiovisual and presentation equipment set up and breakdown.
  • Analyze the training needs of the NAVSUP workforce using enterprise assessment tools, such as NAVSUP Training Needs Assessment, leadership assessment results, Corporate Culture surveys, and the Navy's Human Capital Strategy (HCS).
  • Compile program metrics and perform data analysis to prepare leadership with status updates, issues or concerns on mission objectives.
  • Develop, update, and implement training policies and programs governing NAVSUP's employee development across NAVSUP Enterprise.
  • Develop training / travel cost estimates and reconcile final training costs with accuracy and timeliness.


Requirements:


  • Broad knowledge of workforce development and organizational development.
  • Ability to analyze training needs and develop workforce development strategies.
  • Strong teamwork skills in a deadline-driven environment with multiple priorities.
  • Ability to communicate complex ideas, theories, and data collection results to diverse audiences.
  • Strong interpersonal communication skills with ability to comfortably navigate between courses, team meetings, and formal briefings with military leadership.
  • Excellent attention to detail, organizational, and time management skills.
  • Strong writing skills, with the ability to write clearly and concisely for a wide audience.
  • Proficiency in M365 Software Suite, including SharePoint, PowerPoint, Word, Excel, and Teams.


Preferred Qualifications:


  • Familiarity with military chain of command, formal communication protocols,
  • Experience with the Navy LMS - Waypoints and the Navy Civilian workforce.
  • Prior experience with Navy workforce development programs.
