Resident Counselor III:

The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County's need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.

Job Description:

This position will provide a range of direct and/or specialized information, counseling, and referral services designed to assist HOC residents and HCV participants with a broad range of problems. Will assess the level of need and identify counseling opportunities that promote self- sufficiency and upward mobility. This position requires a working knowledge of community resources, and strong written, and oral communication and organizational skills. Must have experience in working with culturally, economically diverse, and high risk populations. Develop service plans, facilitate in-person and virtual workshops, etc. Conduct community needs assessments and track data. Perform community engagement outreach efforts/activities via door-to-door, home visits, meetings, focus groups, etc. Design and implement in-person and virtual programming and workshops for adults and youth. Assist with virtual and in-person youth clubs/programs at site or special projects. Work collaboratively with the property management team and other community partners. This position prefers a bilingual (English/Spanish) candidate.

Some evenings and weekends may be required.

Minimum Qualifications:

Experience:

  • At least three years of experience with low-income families.
  • Must be able to drive 15-passenger van.

Education:

  • Requires a Bachelor's degree in Social Work, Counseling, or related field (MSW preferred)

An equivalent combination of education and experience may be accepted. Low income residents in Montgomery County with the above qualifications are encouraged to apply.

Knowledge Skills and Abilities:

  • Must have the ability to relate well to people of diverse backgrounds and cultures.
  • Must possess excellent assessment, oral and written communication skills.
  • Must have the ability to work independently and exercise good judgment.
  • Must have the ability to meet deadlines.
  • Must have good computer skills (Word & Excel).
  • Must have working knowledge of community resources.
  • Bi-lingual in Spanish preferred.
  • Must have own transportation.

Physical Demands:

The work is mostly sedentary in nature, which requires exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. While there's a standard amount of typing of documents and email, the job is mostly about talking to and interacting with people and may involve the ability to sit or stand for extended periods of time.

* Grade 20 - Min: $60,399 / Mid: $79,543 / Max: $98,687 | Salary determined by departmental budget - Offer commensurate with experience.
