SUMMARY OF DUTIES:
The Lead Project Controls Specialist - Change is responsible for support of Capital Delivery (CAPD) Project Controls requirements and processes as well as Project Control Practitioners and Project Managers (PM) on these requirements. Individuals in this role will provide dedicated support to several Delivery Arms in CAPD responsible for developing and supporting the development of guidelines and procedures, change management and reporting functions in CAPD. The Lead Project Controls Specialist - Change will also support the creation of reports for Senior and Executive Leadership as well as external regulatory stakeholders. Individuals in this role may also support the Reimbursable workflow for assigned Reimbursable Projects ensuring timely reconciliation of expenditures and invoice disputes to secure FRA Funding and 3rd Party reimbursement to Amtrak.
ESSENTIAL FUNCTIONS:
- Works with PM's and project controls practitioners coaching and advising on CAPD procedures and guidelines.
- Supports all aspects of the Change Management process and utilization of tools for Change Request, Change Control Board (CCB) and reprogramming.
- Facilitate and lead weekly CCB meetings coordinating with leadership and project teams.
- Supports Delivery Arms in the creation of CR guidelines for their department and reviews CR to provide feedback on use and adherence to guidelines.
- Assists PM on the use of project management and reporting tools such as EPPM/Masterworks and the CAPD dashboard, reviews data entered and provides feedback to support compliance with requirements.
- Leads the collection of data for monthly quarterly, annual and ad hoc reporting for stakeholders including Amtrak Executive and Senior Leadership and stakeholders including the NECC and FRA.
- Validates and performs quality checks and audits on project data collected for reporting.
- Supports the development and implantation of reporting mechanisms on project performance against plan, such as dashboards or presentations for the project delivery and reimbursable portfolios and feeds the pertinent data to ensure a cohesive picture of the program
- Works with PM's and project controls practitioners coaching and advising on CAPD procedures and guidelines.

- Supports the Fiscal Year Annual Operating Process.
- Leads training on project controls business processes or tools associated to assigned functions and communicates updates.
- Partners with internal and external stakeholders such as the Federal Railroad Administration, Departments of Transportation and NECC for the reimbursable portfolio and reporting.
- Acts as a liaison between project staff and the Project Management Office.
- Supports the development and maintenance of project controls business processes, tools, or tracking logs associated to assigned functions.
- Creates workflow diagrams, SOPs, procedures, training materials, and other similar products to support the business functions.
- Supports implementation of Capital Delivery Arms PMO project / program management directives.
- Performs other related duties in support of Capital Delivery.
MINIMUM QUALIFICATIONS:
- Bachelor's degree or an equivalent combination of training, education and work experience may be considered in lieu of a degree.
- Demonstrated experience managing/supervising a team to achieve performance results.
- Demonstrated project controls and financial skills (project financial reporting, project progress reporting, metrics)
- Experience analyzing project performance metrics, performance analysis, dashboards, and creating reports for internal and external stakeholders.
- Ability to organize information such performance metrics, procedures and guidelines and present to internal and external stakeholders.
- Ability to work independently and manage a team with remote workers.
- Strong focus on collaboration, team building, and customer service.
- Effectiveness working diplomatically across teams with varying objectives.
- Strong oral and written communication skills.
- Experienced SharePoint, Microsoft Application Suite including but not limited to Excel, Word, PowerPoint
- Ability to learn various Amtrak systems such as SAP, Ariba on Demand, Maximo EPPM and AIMS.
- Must have work authorization in the United States
PREFERRED QUALIFICATIONS:
- 5 - 7 years of relevant work experience
- Knowledge of principles and practices of project management through all phases of the project lifecycle.
- Understanding of project financial reporting, forecasting, analysis and monitoring capital project / program / portfolio funding and/or budget.
- Experience with CAPD procedures and guidelines and systems.
- Ability to analyze technical information and communicate to a nontechnical audience.
- Experience or training working in a PMIS project management information system.
- Advanced experience with Change Management processes
- Strong analytical skills
- Advanced Excel skills
- PMP certification
- Experience with Power Applications
- Experience with databases
WORK ENVIRONMENT:
- Work schedule: 4 days in the office with 1 day remote.
- Will require occasional travel to Amtrak offices along the NEC.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $94,300-$122,256. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
