Position Summary

Under general direction, performs a wide variety of skilled building maintenance, repair, and construction trade tasks. Also performs installation, repair, and inspections of HVAC equipment and systems. Demonstrates a commitment and supports a culture of diversity, equity and inclusion.


Position Responsibilities / Essential Job Functions

  • Operate, maintain, inspect, and repair mechanical HVAC equipment including computer direct digital control (DDC) and pneumatic energy management control systems and related software programs to locate and review mechanical HVAC system problems and confirm proper operation.
  • Operate, maintain, inspect, and repair the water security system and fire alarm and fire suppression systems.
  • Operate, maintain, install, inspect, and repair building structural components including interior and exterior structure, windows, walls, doors, roof, floors, locks, ceiling tiles, drywall, system furniture, and painting.
  • Operate, maintain, inspect, and repair building security systems including card entry system and closed circuit television system.
  • Operate, maintain, install, inspect, and repair building plumbing systems, hot and cold water supply piping, sanitary sewer and storm drains, fixtures, water closets, mixing valves, water heaters, and backflow preventers.
  • Operate, maintain, install, inspect, and repair building electrical components such as generators, switch gears, uninterruptible power source systems, receptacles, switches, panel boxes, sub-panels, breakers, light fixtures, lamp holders, ballasts, light bulbs, electrical disconnects, motor starters, and motor control centers.
  • Ensure mechanical systems are running at peak efficiency by inspecting equipment for operating efficiency and safety standards.
  • Ensure energy management and energy-saving strategies are maintained and implemented properly and efficiently.
  • Coordinate vendor support and vendor building maintenance support contracts including custodial, landscaping, security, electrical, plumbing, HVAC, and furniture.
  • Monitor, maintain, record, receive, and inspect construction projects and contract work to ensure compliance with contractual agreements and with national, state, and local code requirements.
  • Inspect work for conformance with prescribed specifications and safety standards.
  • Maintain records of work performed, parts and materials used, equipment failures, and repairs. Order parts for emergency and routine repairs.
  • Maintain records of equipment operation logs including temperature, pressures, volts, amps, combustion efficiency reports, safety inspections, and equipment refrigerant records.
  • Produce building system reports that identify system problems or confirm proper operating conditions and recommend repairs or improvements.
  • Operate a Prince William Water vehicle.
  • May be deemed essential at any time.
  • Perform other duties as assigned or required.

Essential Skills and Experience

Essential Competencies:

  • Knowledge of the standard practices, methods, tools, and materials common to the HVAC trade; building and fire codes related to work performed in the HVAC trade; occupational hazards and safety precautions of the trade; equipment, materials, methods, practices, and tools used in the building maintenance and construction trades; operations and maintenance of buildings and building systems to include heating, ventilation and air conditioning, electrical, plumbing, and energy systems; the use of Direct Digital Controls, personal computers, and related software to operate systems, identify problems, and repair equipment; English usage, spelling, and grammar.
  • Ability to use hand and power tools, testing equipment, and gauges; understand equipment usage, blueprints, specifications, sketches, wiring diagrams, and technical manuals to diagnose appropriate repairs; understand and carry out oral and written instructions in English; understand and monitor contract performance; maintain files and understand shipping and receiving practices; operate a Prince William Water vehicle observing legal and defensive driving practices; follow established policy and procedures in the performance of duties; work cooperatively with others.
Minimum Education and Work Experience:
  • High School Diploma or GED.
  • At least three years of experience in building maintenance including experience in operating, maintaining, and performing corrective and preventive maintenance in a variety of building trades, one year of which must include journey-level or masters level experience in the HVAC, electrical, carpentry, or plumbing trade.
  • Or a combination of education and experience as described above.
Required Licenses/Certifications and Other Special Requirements:
  • Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements.
  • Valid Forklift Operators Certification upon hire or required to obtain and maintain within 90 days of employment in this position.
Environmental Services and Water Reclamation Only:
  • Valid Class A Commercial Driver's License with Tanker and Air Brake endorsement upon hireor required to obtain and maintain within 120 days of employment in thisposition.
  • ValidMedicalExaminer'sCardfrompassingaVirginiaDepartmentofTransportation(DOT) physical upon hire or required to obtain and maintain within 120 days of employment in this position.
  • Virginia Department of Transportation (VDOT) flagger certification and basic Work Zone Traffic Control Certification upon hire or required to obtain and maintain within 90 days of employment in thisposition.
  • Haul dewatered biosolids from water reclamation facility to disposal sites.
