Salary Range: $80,000 yearly (depending on experience) Overview: The Subcontracts Administrator (SA) will procure materials, equipment, and services supporting Citizant's business efforts. The SA will manage various procurement and administration activities associated with procuring material items and subcontracting work. Responsible for identifying the company's specific needs, researching and negotiating with possible sources, and deciding which provider to select as the subcontractor. The position will report to Citizant's Senior Manager, Contracts and Subcontracts.
- Develop, negotiate, and administer Non-Disclosure Agreements, Teaming Agreements, Subcontracts, and other related agreements for all subcontract activities (cradle to grave) in accordance with customer requirements and Citizant policies and procedures.
- Communication liaison duringthe capture process, ensuring theteam is informedregarding data calls, assessing the responses received, and coordinating communications between subcontract stakeholders.
- Ensures timely processing of subcontract negotiations for fair and reasonable pricing and terms and conditions, with assistance from management and input from relevant stakeholders.
- Participate in problem resolution related to subcontract requirements by providing advice based on subcontract interpretation.
- Coordinate with program managers to ensure subcontract requirements are fulfilled.
- Creates and reviews subcontract team files for audit compliance per the customer and Citizant's policiesand procedures in place.
- Maintains heightened knowledge of relevant subcontract procedures and practices.
- Participates and offers opinions on proposal and program strategy.
- Initiates and maintains an extensive network of communication with industry peers.
- Ensure that the required FAR provisions from Prime contracts flow down to subcontracts.
- Review/approve subcontractor invoices to ensure rates, funding, and PoP are in line.
- Manages special projects as required.
- Support Contracts Manager as needed.
Qualifications
- 3-5 years of related experience in subcontract administration in the Government Contracting industry.
- Strong organization and communication skills are required for regular day-to-day interaction with business leaders and program managers to ensure proper support for the Company.
- Knowledge of the practices, procedures, and processes involved in subcontract administration.
- Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned subcontracts, including FAR, DFAR, and other agency-specific clauses and provisions.
- Excellent verbal communication, presentation, and interpersonal skills.
- Strong analytical abilities; detail-oriented.
- Skilled with Microsoft Office (Word, Excel, and PowerPoint)
Desired Skills
- Experience with Costpoint (highly desired).
- Knowledge of the CPSR compliance process to effectively meet purchasing system requirements, prime proposal requirements, and procurement acquisition lead times.
- Knowledge of negotiating agreements to include Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS), and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement and subcontracting through the purchasing system.
- Understanding the business case and appreciating financial/analytical issues and profit and loss implications.
- Conducts price analyses and supports Operations with financial impacts.
- Have the ability to establish relationships with Federal customers and industry partners.
- Ability to develop Federal customer and industry relationships.
- Working understanding of Federal proposals and the Federal procurement process.
Education
- Bachelor's degree in a relevant field.
Clearance Requirement:
- Active Secret Security Clearance is a plus.
- US Citizenship is required.
