With more than 1,100 physicians, the UMass Memorial Medical Group is one of the largest, integrated multispecialty group medical practices on the entire East Coast. Our physicians provide primary care and specialty services for both routine and complex health needs, and they practice at locations in Worcester and throughout Central Massachusetts.

Position Summary:

In collaboration with the Department Chair, is responsible for the planning and execution of all matters relating to the administrative operations and strategic direction of the Department of Medicine.

  • Leads the administrative/business affairs of a large, complex department with multiple divisions, which includes clinical, research, service and educational activities of UMass Memorial Health and UMass Chan Medical School

  • Alongside the Department Chair, develops and leads key strategic growth plans for the department.

  • Develops and controls the department budgets and resources for UMass Memorial Health and UMass Chan.

  • Facilitates continuous improvements in operating efficiencies that are aligned with UMass Memorial Health/UMass Chan strategic objectives

  • Coordinates the department's staffing activities across UMass Memorial Health and UMass Chan.

I. Major Responsibilities:

In collaboration with the Department Chair, develop and execute a strategic vision around clinical, investigative, and educational program growth and the establishment of goals and tactics to achieve that vision. Works in conjunction with representatives of the Hospital, Budget Office, Medical Group and Medical School administration, coordinating the development and execution of departmental strategies and initiatives.

  • Coordinates efforts with corporate Strategic Planning and Marketing management.

  • Directs analytical studies of existing or proposed programs to provide the economic basis for management decisions to improve operational/financial performance and to realize productivity improvements.

Develops and manages the department's annual Group Practice, Medical School and clinical budgets which include multiple divisions and residency programs, reporting significant variances and trends, recommending corrective action, and producing forecasts. Reviews departmental needs and recommends priorities based on availability of funds. Devises funding strategies where the sources represent multiple venues, internally and externally.

  • Directs departmental group medical practice billing and collection activities, ensuring efficient coordination with the billing department. Monitors billing performance evaluates workflow and is responsible for streamlining processes.

  • Manages and monitors expenditures of all funds, including clinical, educational and research. Monitors department grants and contracts revenue and expenditures.

  • Responsible for the Department's indirect cost time and effort reporting to the medical school.

  • Responsible for working with Departmental and Medical School leaders to grow the Department's grant portfolio, manages and monitors research and education grants and contracts, oversees faculty and staff time and effort reporting related to educational and research activities are appropriately.

Serve as a liaison of the department in working with internal and external entities in achieving system-wide and departmental goals in all facets of the Department's clinical and academic operations.

  • Works with Executive Director and CFO/Controller of UMMMG and the Vice Chancellor and Assistant Vice Chancellor of Finance and Administration of UMass Chan regarding overall HR, Legal and Finance issues and is accountable for promptly responding to administration's request for information.

  • Works with the Hospital Vice President of Ambulatory Services to ensure smooth running of the Hospital clinics as required.

Develops and executes organizational/staffing plans for faculty and nonfaculty, recruitment activities, and physician compensation plans. Adheres to and is responsible for the implementation of all Human Resources policies and procedures for the Medical Center, Medical Group and Medical School.

  • Personnel Management: Directs assigned personnel including performance evaluations, orientation, and training. Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions. Resolves grievances and other personnel problems within position responsibilities.

  • Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation and fosters the effective integration of efforts with system-wide initiatives.

  • Develops and maintains established departmental policies, procedures, and objectives.

Provides leadership and sets standards of performance and accountability with department managers responsible for the areas of financial management, medical group operations, and marketing/outreach activities. The activities directed by the managers include:

  • Business planning, financial and budget management for clinical divisions.

  • Financial and budget management for research endeavors.

  • Human resource allocation and personnel management.

  • Physician recruiting, and faculty compensation plan management

  • The coordination and implementation of Physician Employment Agreements, including the monitoring of periodic updates.

  • Clinical operations productivity, efficiency and improvements

  • Direction and supervision of personnel including performance evaluations, scheduling, orientation, and training. Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions. Resolves grievances and other personnel problems within position responsibilities.

  • Execution of compliance policies

  • Procurement of equipment and supplies for the department.

  • Preparation of requests for grants and adherence to governmental/funding agency regulations and procedures, negotiation of research and clinical contracts with outside organizations.

Identifies trends, highlight opportunities to improve performance and is responsible for developing continued performance initiatives for the department. Gathers, selects, utilizes information on appropriate healthcare industry operational performance benchmarks to establish standards and reporting methodology (performance metrics) to foster ongoing improvements in operating efficiency/process improvements. Holds membership in national association for department specialty. Participates in regional yearly national association conferences for networking opportunities and keeps abreast of all current trends.

  • Directs the development and execution of internal and external communication strategies for the department utilizing intranet and internet web services, newsletters, and other forms of communication.

  • Directs the development and execution of multiple marketing, communication and advertising plans that promote department services to the community and outside groups.

Quality, patient safety, and performance improvement responsibilities include:

  • Participates in performance improvement and patient safety initiatives and demonstrates the use of quality improvement in daily operations.

  • Participates in communicating and evaluating patient safety risks and assists in closing the patient safety performance gaps identified.

  • Ensures compliance with regulatory agencies such as Joint Commission, DPH, etc. and develops and maintains procedures necessary to meet regulatory requirements.

  • Ensures the department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures.

  • Improves the quality of care through continuous improvement programs. Develops, leads and coordinates a variety of quality improvement projects within the department, ensuring that corrective action is taken as necessary.

Standard Management Level Responsibilities:

  • Directs and supervises assigned personnel including performance evaluations, scheduling, orientation, and training. Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions. Resolves grievances and other personnel problems within position responsibilities.

  • Develops and recommends the budgets for the areas managed. Manages activities to assure financial goals are met.

  • Coordinates the assignment of tasks and helps resolve technical and operational problems. Evaluates the impact of solutions to ensure goals are achieved.

  • Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation and fosters the effective integration of efforts with system-wide initiatives.

  • Encourages and supports diverse views and approaches, creating an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors.

  • Integrates diversity into departmental objectives, such as hiring, promotions, training, vendor selections, etc.

  • Participates in performance improvement initiatives and demonstrates the use of quality improvement in daily operations.

  • Ensures compliance with regulatory agencies such as Joint Commission, DPH, etc. Develops and maintains procedures necessary to meet regulatory requirements.

  • Ensures that department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures.

  • Ensures adequate equipment and supplies for department.

  • Develops and maintains established departmental policies, procedures, and objectives.

  • Ensures compliance to all health and safety regulations and requirements.

  • Maintains, regular, reliable, and predictable attendance.

  • Performs similar or related duties as required or directed.

II. Position Qualifications:

  • Master's degree in business administration, Hospital Administration or a related area. Must have a minimum of seven years of related experience, including 5 years in a key administrative role in a large department.

  • Must have prior experience and a record of accomplishments in enhancing process and performance improvement in an organization of similar size and scope.

  • Must have proven track record and success in establishing and directing satellite ambulatory physician practice centers. Prior experience and success in executing a strategic vision around clinical growth and in establishing goals and tactics to achieve outreach and practice growth in multiple sites is required.

  • Must have proven demonstrated experience and success in serving in an active liaison and collaborative role working with multiple internal and external entities in achieving system-wide and department goals in the areas of clinical operations and management, operating room or procedure area management, outpatient clinics, marketing and outreach.

  • Must have work related experiences in healthcare delivery systems, financial planning and forecasts of healthcare operations. Strong interpersonal skills necessary to communicate and interact with all levels of management. Demonstrated ability to handle multiple priorities, to work autonomously, and organize, coordinate and monitor project work.

  • Must have experience managing a department or program with a research enterprise, inclusive of managing federal and industry research grants, overseeing research cores, and managing research staff.

  • Must have experience managing research space, coordinating with academic and basic science department, as well as with graduate medical education programs, inclusive of residency and/or fellowship programs.

III. Physical Demands and Environmental Conditions:

Work is considered Sedentary. Position requires work indoors in normal office environment.
