The Sr Governance and Control Consultant will be accountable for supporting the US Treasury 1B Governance and Control team's mandate of risk/control governance, guidance and advisory for U.S. Treasury 1A, with the goal of ensuring practices align to industry best practices, meet regulatory expectations, and comply with internal Policy requirements. Key responsibilities include execution of Risk and Control Self-Assessment (RCSA), to ensure alignment with the operational risk management framework; identification and assessment of risk and controls, support with risk and control guidance or documentation, identify automation opportunities and establishing optimization strategies and support with issue root cause analysis and remediation plans. *Job Overview* We are seeking an experienced Internal Controls Compliance Tester to join our Treasury team. In this key role, you will play a vital part in ensuring the integrity and compliance of our internal controls related to Treasury operations and financial reporting. You will evaluate and test the adequacy and effectiveness of our internal control environment, assist in compliance with applicable regulations, and collaborate with various stakeholders to cultivate a strong control culture within the organization. *Key Responsibilities* - Perform thorough testing and assessment of internal controls related to Treasury functions, ensuring compliance with regulatory standards and Bank policies. - Develop, execute, and enhance testing plans, methodologies, and frameworks for assessing internal controls effectiveness. - Identify control deficiencies, document findings, and provide actionable recommendations for improvement. - Collaborate with Treasury and other relevant departments to mitigate risks and enhance internal control processes. - Analyze and report on control test results, presenting findings to management and other stakeholders. - Support ongoing monitoring and evaluation of internal control frameworks and compliance programs. - Participate in risk assessment processes, providing insights into risk exposure and compliance gaps. - Stay up-to-date with industry standards, regulatory changes, and best practices related to internal controls and compliance. - Assist in training and educating employees on internal control requirements and best practices. - Contribute to the development of policies and procedures that promote a strong compliance culture within the Treasury department. *Additional Skills & Qualifications* * Financial Industry experience - preferred: Previous Audit, Compliance skills helpful * 3-5+ years experience minimum - need to be: well versed in understanding controls, able to perform walk throughs of controls (show us who/what/who), can document if a control is good VS or not, understand what OEDE (operational effectiveness and design effectiveness) is and has done it in the past * Involved in walk through to look at design, develop test scrips for operational effectiveness testing with someone walking them through it. * RCSA exp a plus * Deep industry and business knowledge and expertise on risk and control functions * Expert knowledge of governance, risk and control procedures, strategies & tactics * Experience performing Controls testing, validate controls and make a judgement on efficiencies, risk and controls mapping * Strong understanding of Treasury operations and regulatory requirements impacting treasury functions. * Knowledge of internal control frameworks (e.g., COSO, COBIT) and compliance standards (e.g., Sarbanes-Oxley Act). * Proficiency in data analysis tools and techniques; experience with auditing or compliance software is an advantage. *Pay and Benefits* The pay range for this position is $40.00 - $62.00/hr.
