Purpose of the Colorado Information Sharing Consortium: The Colorado Information Sharing Consortium (CISC) was developed by Colorado law enforcement officers with the goal of sharing information to make our individual communities a safer place. The CISC securely houses law enforcement data from member law enforcement agencies and provides software options to analyze data.
Purpose of the Position: The CISC Manager/Executive Director reports to the CISC Board of Directors. The CISC Manager/Executive Director is responsible for communicating with the CEOs of law enforcement agencies across Colorado, onboarding new agencies, communicating with software vendors and being a representative to the Colorado State Legislature on matters surrounding the ability to share and use information. The Executive Director is the primary spokesperson for the CISC.
Supervision Received and Exercised:
- Supervised by the Chairperson of the Board.
- Receives vision, goals and direction from the Board of Directors.
- Provides oversight for contractors or vendors.

Duties

Job Duties
- Provides leadership for the CISC.
- Leads goal, objective, policy, initiative, and priority identification and implementation to meet Board expectations.
- Makes high-level policy and strategic decisions based on board guidance. Provides complex administrative support to the Board
- Responsible for the efficient day-to-day operations, overall design, management, and evaluation of current and future technology impacting the CISC
- Understands law enforcement and law enforcement investigations to be familiar how CISC services benefit Colorado law enforcement agencies.
- Develops trust and rapport with law enforcement agency leaders to maintain existing member agencies, while continuing to attract new agencies to join as members.
- Completes annual staffing requests from member agencies to determine appropriate membership fees for each member agency.
- Participates in legislative and regulatory affairs at the state and national levels Works closely with CISC political lobbyist to keep informed on proposed bills that may impact CISC business. Must be prepared to provide education and presentations to law makers on bills as appropriate.
- Seeks opportunities to represent the CISC with local and national law enforcement organizations, such as the County Sheriff's of Colorado, Colorado Association of Chiefs of Police, the National Sheriff's Association, and the International Association of Chiefs of Police.
- Keep up to date with new technology and technology companies that specialize in law enforcement or data sharing.
- Negotiates contract terms and conditions for potential software on behalf of the CISC.
- Is the point of contact for the CISC main vendor providing secure data storage and analytical tools to access data.
- Seeks to identify and secure sustainable funding for the CISC data storage services as well as analytical tool costs.
- If applicable, must report on data points for awarded grants for CISC funding.
- Work with the CISC Treasurer to ensure the CISC budget has appropriate expenditure and forecast future budget needs to the CISC Board of Directors.
- Oversees, reports on and arranges audits of the CISC financial activities, including preparing and balancing the annual operating budget. Approves expenditures and performs adjustments as needed.
- Negotiates contract terms and conditions, authorizes work and approves expenditures other than the Director's salary payments.
- Engage and participate in annual fiscal audits for the CISC.
- Develops, writes, issues, and evaluates Requests for Proposal, Requests for Information, Requests for Quote, etc.
- Administer board elections each year.
- Schedule regular CISC Board Meetings, to include presentations from potential software partners, legal updates, and an Executive Director report.
- Provide a training session for member agencies at least once per year to ensure use and education of CISC software partners and tools
- Ensure the CISC is transparent with the public by ensuring the CISC website is up to date.

Education, Training and Experience Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
A bachelor's degree from an accredited college of university with major coursework in business management or business administration; or equivalent combination of education, training and experience.
Experience:
Five years of increasingly responsible business management, with an emphasis on public safety operations.

Environmental Conditions: Work is primarily performed in a home office environment and may be performed under stressful conditions with assigned deadlines and priorities. Must be able to manage time efficiently and effectively and manage several tasks simultaneously. Will be required to travel to meetings, member agencies, and conferences as necessary.
Physical Conditions: Must be able to read and understand the English language as a level and speed adequate to perform the job. This is mostly a sedentary role. While performing the duties of the job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus. Able to independently be able to lift up to 25 pounds. The employee also may be required to lift 26-50 pounds with assistance. Ability to reach at or below shoulder level and enter text or data into a computer or other machine by means of a traditional keyboard.
