Description

The Arapahoe County Assessor's Office has an opening for a Data Collector, Appraiser II or Appraiser III depending on qualifications and experience.

Data Collector:
Performs a variety of technical duties associated with the collection and analysis of descriptive data relating to personal property valuation for assessment purposes.

Appraiser II:
Performs a variety of technical duties associated with the collection and analysis of descriptive data relating to personal property valuation for assessment purposes. This is the developmental level within the Appraiser series and is distinguished from the Data Collector (Appraiser I) level by assignment of more complex appraisal duties and independence of action.

Appraiser III:
Performs a variety of technical duties associated with the collection and analysis of descriptive data relating to personal property valuation for assessment purposes. This level within the Appraiser series is distinguished from the Appraiser II level by assignment of full range of appraisal duties and independence of action. Researches, prepares, and presents valuation explanation or appraisals at all levels of appeals, including Arbitration, Board of Assessment Appeals, and District Court, as assigned by Supervisor.

NOTE:

  • The anticipated hiring range for the Data Collector is $23.11 - $34.68 per hour dependent upon qualifications and experience.
  • The anticipated hiring range for the Appraiser II is $25.89 - $38.84 per hour dependent upon qualifications and experience.
  • The anticipated hiring range for the Appraiser III is $28.99 - $43.48 per hour dependent upon qualifications and experience.
  • This position will be located at the Littleton Office,5334 South Prince Street, Littleton, CO 80120.


Duties

Data Collector:

  • Responds to inquiries from the public concerning personal property valuations; explains and discusses applicable laws, codes, and procedures with property owners and/or their representatives. May assist the public in completing appropriate forms.
  • Assists taxpayers with issues during the statutory protest period, through the use of personal property declarations, field reviews, phone interviews, and automated data.
  • Meets with supervisors and peers to discuss issues associated with changes to tax laws and codes, appraisal techniques, and departmental procedures.
  • Performs field audits on small to mid-sized commercial business for personal property purposes.
  • Participates in the processes of asset valuation in order to comply with changing state law.
  • Conducts field inspections including interviews and other research to determine the status of a business's personal property classification.
  • Performs other duties as assigned.

Skills, Abilities and Competencies:
  • Ability to understand the following: property appraisal procedures, methods and techniques; classification of business personal property; cost and depreciation.
  • Ability to understand existing assessment laws and regulations as they apply to personal property appraisal techniques and valuations
  • Computer literacy involving web base computer systems.
  • Ability to work with Microsoft Excel, Word and Outlook.
  • Ability to work under stress and to meet deadlines.
  • Ability to communicate effectively, both verbally and in writing
  • Ability to establish and maintain effective working relationships with supervisors, property owners, professional representatives, other employees, and the general public.

Appraiser II:
  • Responds to inquiries from the public concerning appraisals; explains and discusses applicable laws, codes, and procedures with business owners and/or their representatives.
  • Accurately analyzes assessment data bases covering both ownership and property declarations.
  • May assist the public in completing property declaration documents and other appropriate forms.
  • During statutory protest period assists taxpayers with problems using property data standards, analysis, and automated data.
  • Researches data for Abatement/Refund petitions by applying statutes and appraisal knowledge to verify that values and tax payment records are accurate.
  • Prepares cases for senior appraisers to present to the Board of Equalization. Preparation involves extensive research in order to defend valuations.
  • Determines value of personal property by processing declarations, valuing non-filers, and implementing Treasurer's assessments. This is done using cost, market, and income approaches to assessment.
  • Verifies equalization and validity of assessments through audits, protests, and petitions.
  • Audits involve physical inspection of property as well as inspection of all available records to ensure all assets have been reported.
  • Conducts in-depth street audits to verify location of property and to document any changes. Street audit includes identification of new businesses/business owners.
  • Processes and interprets the data on declarations provided by taxpayers in accordance with State statutes. Inputs resultant information into the computer system.
  • Meets with supervisors and other Appraisers to discuss problems associated with changes and/or revisions to tax laws and codes, appraisal techniques, and departmental procedures.
  • Provides training to entry-level and developmental personnel.
  • Conducts various appraisal processes, including posting appraisal information to various records, compiling obtained information and simple tabulated data, and performing mathematical computations to verify accuracy and completeness of the appraisal.

  • Knowledge of existing assessment laws and regulations as they apply to appraisal techniques and valuations; ability to apply laws and regulations to property assessment.

  • Ability to read and interpret maps, blueprints, and legal descriptions.

  • Ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with supervisors, property owners, professional representatives, contractors, developers, other employees, and the general public.

  • Prepares and presents cases for the Board of Equalization, Board of Assessment Appeals, District Court, and Arbitration.

Requirements

Education and Experience:

Data Collector:

  • High School Diploma or GED required. This position anticipates progress toward certification in the appraisal field.
  • Associates Degree emphasizing accounting, finance, economics, construction management, business administration, or a related field preferred.
  • No prior experience required.

Appraiser II:
  • Bachelor's degree in accounting or related field
  • At least 1 year experience as an Appraiser I (Data Collector) and a Colorado Ad Valorem Appraiser License.
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.

Appraiser III:
  • Bachelor's degree in accounting or related field
  • Two (2) years as an Appraiser II
  • Active Colorado Ad Valorem License
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.



Supplemental Information

Pre-Employment Additional Requirements:

  • This position requires successful completion of pre-employment background and motor vehicle checks
  • Possession of a valid Colorado Class "C" driver's license, or the ability to obtain within two (2) weeks of appointment.
  • Position may be responsible for the safe operation of a County vehicle.
  • Work in this class is characterized by working from detailed instructions; course of action is controlled by precedent and regulation; work is reviewed in progress and upon completion
