DESCRIPTION OF WORK

This position entails the planning, organization, assignment, and evaluation of the work performed by technical, storeroom, and clerical personnel engaged in various highway management activities. You will assist the County Maintenance Manager and Assistant Maintenance Managers in developing the Annual Work Plan (AWP), which encompasses the coordination of the county's 213 Surface Improvement Program. Effective highway maintenance planning requires collaboration with the District Roadway Programs Manager. Throughout the fiscal year, the AWP's progress is tracked using SAP Plant Maintenance reports to ensure compliance with the plan, accompanied by status updates and recommendations for modifications in response to evolving priorities, conditions, and funding. The role also involves evaluating material requirements for the activities specified in the AWP and overseeing the analysis of activity cycles across different geographic planning sections within the county. Furthermore, you will prepare budget reviews to keep management updated on budgetary status for informed decision-making and advise the County Manager on budgetary issues, including the reallocation of funds between programs as needed. Ongoing monitoring of all funds is essential to guarantee adequate resources for county operations and to avert any potential loss of funds at the close of the fiscal year.


You will assess the financial aspects of all county Agility agreements and propose modifications based on budgetary considerations. Your role will involve negotiating Agility agreements with an emphasis on their financial implications. Additionally, you will review various reports, including those from Systems, Applications, and Products (SAP), original planning notes, weather conditions, inventory data, equipment availability, and related highway materials to evaluate and adjust scheduled tasks. Your responsibilities will also encompass coordinating the analysis of output data from the SAP Plant Maintenance system to ensure that work program objectives are achieved, and overall system control is upheld. Furthermore, you will analyze the utilization of manpower, equipment, and materials concerning scheduled work, monitor the status of work budgets, and recommend adjustments to maintenance and agility plans to ensure alignment with the constraints of the approved budget.

The role involves estimating the necessary materials and time to ensure smooth county operations, which includes managing bids for rented equipment, ordering bituminous materials and aggregates, as well as winter supplies. It requires staying updated on the Plant Maintenance and Supplier Relationship Management (SRM) systems to accurately track payrolls, monitor stockpile inventories, prevent cross charges for equipment and work orders, and ensure adherence to all MAPI standards related to Plant Maintenance. Additionally, the position oversees all administrative and technical support tasks for the County, which encompasses clerical duties related to processing invoices, requisitions, payrolls, personnel matters, accounting transfers, and other relevant documentation.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh.
  • This position may be eligible for alternate work schedule (AWS), at managers discretion.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of experience as a Roadway Programs Specialist or Roadway Programs Technician Supervisor (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of experience in the analysis, development, and implementation of methods and techniques used in a roadway maintenance management system; and an associate's degree in a field of business administration, computer science, highway engineering technology or closely related program; or
  • One year of experience in the analysis, development, and implementation of methods and techniques used in a roadway maintenance management system; and a bachelor's degree in business administration, computer science, mathematics, statistics, or civil engineering related discipline; or
  • Any equivalent combination of experience and training.
