Credence has an immediate need for a highly skilled and motivated Project Manager/Journeyman Manager to lead and oversee contractor efforts supporting the U.S. Customs and Border Protection (CBP) Security Services Branch. This critical role involves providing daily management, contractor oversight, and strategic direction to ensure the successful delivery of administrative, financial, and operational support services. The successful candidate must excel in a fast-paced, security-sensitive environment while meeting stringent federal contract requirements.
Salary Range
Full pay range for this position is $90,000 to $105,000 per year, with the starting wage determined based on candidate's knowledge, skills, experience, as well as budget availability.
Responsibilities include, but are not limited to the duties listed below
Program Management:
- Provide leadership and oversight for a team of 10 personnel, including Junior Business and Administrative Support staff, delivering services outlined in the Performance Work Statement (PWS).
- Develop and execute project plans, ensuring alignment with CBP's mission objectives and contract deliverables.
- Manage contract performance, ensuring compliance with cost, schedule, and quality standards, ensuring constant and consistent staffing of security screening personnel across five separate locations.
- Fill in as occasionally to support issuing access cards and complete security screening.
- Stakeholder Engagement:
- Serve as the primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR), fostering strong relationships with CBP leadership.
- Coordinate with subcontractors and internal teams to ensure seamless execution of tasks and timely resolution of issues.
- Resource and Financial Oversight:
- Monitor and manage labor hours for contract personnel (1,920 annually), travel costs, and other direct costs, adhering to FAR and contract pricing schedules.
- Prepare and submit substantiated vouchers biweekly, ensuring accurate invoicing via the Invoice Processing Platform (IPP).
- Compliance and Security:
- Ensure adherence to CBP and DHS security policies, including completion of a favorably adjudicated T4 or T5 background investigation and annual IT Security Awareness Training.
- Safeguard Controlled Unclassified Information (CUI) and sensitive data and maintaining compliance with DHS.
- Team Leadership:
- Supervise daily operations, assign tasks, and ensure staff meet qualifications.
Education, Requirements and Qualifications
- Security Clearance:U.S Citizenship and the ability to obtain and maintain a favorably adjudicated T4 or T5 background investigation prior to starting work, per contract security requirements.
- Minimum: Bachelor's degree in Business Administration, Management, Finance, Security Studies, or a related field from an accredited institution.
- Preferred: Master's degree in a relevant discipline (e.g., Business Administration, Project Management, or Public Administration), or a Project Management Professional (PMP) certification.
- Rationale: The role requires strong interpersonal skills and the ability to lead a team of personnel across multiple locations.
- At least 3 years' experience working with small integrated teams, including 1 - 3 years in a supervisory role overseeing teams of 10 or more personnel.
- Demonstrated experience managing federal contracts, preferably within DHS or CBP, with a focus on administrative, financial, or operational support services.
- Proven track record of managing schedules, and staffing in a compliance-driven environment.
- Technical Skills: Proficiency in project management tools (e.g., Excel), financial tracking, and electronic invoicing systems (e.g., IPP).S
- Soft Skills: Exceptional leadership, communication, and problem-solving skills; ability to thrive in an environment where conflict resolution is important, deadline-driven environment.
Citizenship:
Preferred:
- 3 to 5 years of experience in project management focus on managing hours and a travel budget, with specific expertise in security services or government contracting.
- Prior experience coordinating security screening operations across multiple locations, ensuring consistent staffing and operational continuity.
- Familiarity with DHS security protocols, including handling CUI and completing T4/T5 background investigations.
