The hiring range for this role is:

125,870.00 - 176,525.00

This is the lowest to highest salary we, in good faith, believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the hiring range and this hiring range may also be modified in the future. A candidate's position within the hiring range may be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.This job is also eligible for annual bonus incentive pay.

This role is responsible for managing the business project portfolio, optimizing project investments, and delivering value to stakeholders. It involves selecting and prioritizing projects to achieve the best overall outcomes for the organization. The role ensures that resources-such as time, money, and personnel-are used effectively and that projects align with the organization's goals. This enables stakeholders to make informed decisions about which projects to pursue, prioritize, and optimize resource allocation for maximum efficiency.

Primary Job Functions

1. Analyze Workflows and Metrics:

  • Collaborate with internal and external key stakeholders to identify bottlenecks and inefficiencies in existing portfolio workflows and metrics across the business project portfolio.

  • Implement and manage processes within the portfolio to optimize business effectiveness, while proposing enhancements

2. Stakeholder Engagement:

  • Influence and coach stakeholders on effectively navigating the request validation process ensuring all submitted requests are compete and accurate.

  • Facilitate working sessions across stakeholder groups to reach consensus on prioritization and requirements of portfolio requests.

3. Portfolio Management:

  • Maximize the value and benefits from the entire portfolio of projects, ensuring alignment with organizational objectives, and coordinate with the leadership team to document and prioritize requests with the business teams.

  • Optimize resource allocation across the portfolio for maximum efficiency and effectiveness, and oversee project flow, including selection, prioritization, and balancing, to align with strategic priorities

4. Intake and Annual Planning Process:

  • Oversee the request management and scheduling activities, including submission, prioritization, approval, and resource allocation, while ensuring all submitted requests are complete and accurate.

  • Develop and monitor detailed project plans to ensure they align with strategic goals, while overseeing the selection, prioritization, optimization, and governance of multiple projects across the organization

5. Performance Metrics and Data-Driven Insights:

  • Monitor metrics to assess process efficiency, quality, and cycle time, using data insights for continuous improvement, while tracking and reporting on the overall health and status of the portfolio.

Education, Experience, and Certification

Education

Required: Bachelors degree in Business, Engineering, Computer Science, or Data Analytics

Experience

Required:

  • Minimum of 10 years of progressive responsibility managing multiple medium-to-large complex portfolios in a cross functional environment demonstrating standard portfolio management skills

  • Experienced in managing software development projects and business portfolios

  • Background in BCBS or health insurance, with strong industry knowledge

  • Experience in estimation, budget, risk, issue, and change management

Preferred:

  • Experience in Portfolio Management within similar environment with a total Portfolio value totaling over $100 Million

Knowledge, Skills, and Abilities

  • Proficient in Project Management methodologies, tools, HR policies, and change management. Skilled in negotiation, interpersonal communication, presentation, and problem-solving

  • Proven ability in timely portfolio management, execution, and meeting deliverables

  • Strong confidence and trust-building skills with customers
