Job Overview

The Community Benefit Program Manager is responsible for coordinating and supporting all Community Benefit reporting and operational functions and initiatives to ensure compliance with internal policies and applicable federal, state, and local regulations. Responsible for managing community engagement activities related to state regulatory programs, including but not limited to, Hospital Community Benefit Accountability and Hospital Transformation Program.

Qualifications

  • Education: Bachelor's degree in public health, business, healthcare administration, nonprofit administration, or related field.
  • Experience: Five (5) years of experience managing or leading hospital community benefit activities. Experience with CBISA (Community Benefit Inventory for Social Accountability) and Colorado's Hospital Community Benefit Accountability (HCBA) progam are preferred.
  • Equivalency: Professional experience, beyond requirements, in a related field may substitute for a Bachelor's degree requirement on a year for year basis.
Responsibilities

No direct patient care.

ESSENTIAL FUNCTIONS

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the functions which the employee may be expected to perform.

1.Develops, refines, and leads all processes to meet all state and federal Community Benefit reporting requirements across the Children's Hospital Colorado system. Responsible for producing the narrative content for the state HCBA report and the federal IRS 990 Schedule H. Partners with Finance Division to validate financial data for both reports. Creates an annual external-facing Community Benefit summary report.
2.Partners with internal teams (Analytic Resource Center/Community Health & Advocacy Data Team) for planning and execution of the triennial Community Health Needs Assessments and Community Health Implementation Strategy across the CHCO system. Ensures that all methods of data collection, community engagement and dissemination meet federal requirements and up-to-date standards.
3.Serve as a project manager for each triennial Community Health Implementation Strategy, creates and maintains effective communication pathways with program managers and subject matter experts across the CHCO system and creates annual progress reports for publication.
4.Regularly evaluates and creates vetting processes for policies and work plans to ensure consistent, clear approaches to Community Benefit reporting and Community Health Needs Assessments based on best practices and latest guidance.
5.Collaborates with leaders across the Community Health & Advocacy Division to support the development of a CHCO Community Advisory Council (CAC), which focuses on meaningfully fulfilling community engagement requirements of state regulatory programs, including but not limited to, Hospital Community Benefit Accountability (HCBA) and Hospital Transformation Program (HTP).
6.Assists with implementation of Community Benefit related compliance, finance, and business ethics work plans, including internal audit and compliance plans.
7.Analyzes the health care environment to identify and lead opportunities for the advancement of Community Benefit and Community Health Needs Assessments and Implementation Plans.
8.Develops or maintains tracking tools, survey tools, and research tools. Researches relevant materials including but not limited to regulations, policies, procedures, and other standards related to Community Benefit.
9.Assists with the development, implementation and maintenance of organization-wide policies and procedures designed to ensure compliance with applicable Community Benefit federal, state, and local regulations.
10.Develops and delivers training to educate CHCO team members regarding general Community Benefit policies, procedures and rules, and the consequences of non-compliance.
11.Facilitates internal and participates in external (state or community initiated) Community Benefit committees, work groups and meetings.

Communications: Contacts with team members, clients or the public where explanatory or interpretive information is exchanged, defended, and gathered and discretion and judgment are required within the parameters of the job function.

Supervision Received: Performs work with minimal supervisory oversight. Under general supervision, the employee receives assignments and is expected to carry them through to completion with substantial independence. Work is reviewed for adherence to instructions, accuracy, completeness, and conformance to standard practice or precedent. Recurring work clearly covered by guidelines may or may not be reviewed.

Salary Information

Annual Salary Range (Based on 40 hours worked per week): $76,368.20 to $114,552.29
Hourly Salary Range: $36.72 to $55.07
