About This Role

The Division of Financial Services seeks a highly motivated and experienced Assistant Director of Payroll to join our team and provide leadership in the administration and execution of payroll operations. This role is critical to ensuring the timely, accurate, and compliant processing of payroll for all employees. As a key member of the payroll leadership team, the Assistant Director will support strategic planning, process improvement, and staff supervision.

Key Responsibilities:



  • Oversee and support daily payroll operations to ensure timely and accurate processing of payroll cycles.
  • Supervise payroll staff, providing guidance, mentorship, and performance management.
  • Ensure compliance with federal, state, and local payroll laws and regulations.
  • Develop and implement policies and procedures that strengthen internal controls and improve efficiency.
  • Assist with audits (internal, external, and regulatory) by preparing necessary documentation and responding to inquiries.
  • Collaborate with HR, Finance, and IT teams on system integrations, employee data accuracy, and reporting needs.
  • Manage payroll system updates, testing, and enhancements in collaboration with IT and software vendors.
  • Stay current on tax laws, wage/hour laws, and other payroll-related legislation.

What You'll Need to Succeed

Minimum Qualifications:



  • Requires a bachelor's degree and three years of relevant experience.


Preferred Qualifications:



  • Three to five years of payroll experience
  • Proficient at MS Office, especially Excel
  • Knowledge of State and Federal regulations and laws pertaining to payroll
  • Experience with payroll tax at the federal, state, and local levels
  • Experience with monthly, quarterly, and annual 941 tax filings, as well as the annual creation reporting and filing of W2s for the KSU local agencies
  • Experience in the overall design and testing of personnel/payroll systems (PeopleSoft)
  • Experience leading successful and high-performing teams
  • Ability to manage highly confidential information
  • Certified Payroll Professional (CPP) certification
