Position Summary: The Clinical Milieu Manager (CMM) is a key leadership role at the Women's Residential Center (WRC), responsible for ensuring the safe, stable, and healthy functioning of the treatment milieu. This position provides trauma-informed and culturally sensitive supervision, training, and support to the Residential Counselor (RC) team while fostering professional development and adherence to evidence-based practices. The CMM collaborates with multidisciplinary teams to deliver gender-specific, culturally competent care to clients with diverse backgrounds and complex needs, including co-occurring disorders, trauma, and justice or DHS involvement.

The CMM oversees daily milieu functions, facilitates communication among milieu staff, and ensures consistent implementation of milieu policies and procedures. Key responsibilities supporting Residential Counselor (RC) staff in providing high-quality care, facilitating client leadership opportunities, and maintaining compliance with documentation and regulatory standards related to the milieu functions. Acting as a liaison between staff, clients, and stakeholders, the CMM plays a critical role in promoting an environment of safety, trust, and recovery within the WRC milieu environment.

Education, Training and Experience:



  • A Bachelor's degree qualifying for CADC II certification (or equivalent-minimum of an Associate's degree/90 college credits, along with a combination of academic coursework, specialized training, and experience in Addiction Counseling Competencies equivalent to baccalaureate degree credit/hour requirements, including at least 300 hours of Alcohol & Drug Specialty Education).CADC II (Certified Alcohol and Drug Counselor) or higher credential required.
  • Must meet Oregon Administrative Rules (OARs) requirements for serving as a Clinical Supervisor in a substance abuse treatment setting.
  • Demonstrated ability to provide full clinical supervision of treatment services, including overseeing the implementation of treatment plans and ensuring compliance with clinical and ethical standards.
  • At least five years of experience providing services to diverse client populations, including individuals with co-occurring disorders, histories of trauma, involvement with the justice system, involvement with DHS, and those in residential treatment settings



Other Eligibility:



  • Must complete a criminal history background check and receive authorization from the State of Oregon's Background Check Unit to work in a Residential Treatment Facility.
  • Ability to drive to offsite locations using a personal or company vehicle. An active driver's license, current insurance, a reliable vehicle and ability to pass our insurer's driving standards.



Duties and Responsibilities:



  • Provide individual and group supervision to Residential Counselor (RC) staff, including CADC I supervision as needed, to ensure quality client services and support staff professional development.
  • Deliver training to new staff and provide ongoing training sessions as needed to enhance RC skills and support professional growth.
  • Collaborate with the Residential Treatment Coordinator to implement corrective action plans, fostering a supportive learning environment for RC staff.
  • Prepare agendas for and facilitate weekly RC meetings to improve communication among staff and ensure smooth implementation of policies and procedures.
  • Update and maintain the Residential Counselor manual to promote consistency in service delivery.
  • Ensure that RC staff adhere to professional ethical guidelines when providing services.
  • Oversee documentation of UA services provided by RC staff to ensure compliance with VOA Clinical Documentation Standards.
  • Assist the RC team in managing emergent client crises, including initiating assessments of client mental and physical health needs and making referrals when appropriate, to maintain a stable treatment milieu.
  • Provide conflict resolution and mediation services to clients to foster a stable treatment environment.
  • Oversee the client accountability process to support adherence to program rules.
  • Manage the client-level system and privilege schedule to ensure the effective operation of the contingency management program. Oversee RC staff in implementing the program's contingency management process.
  • Facilitate Orientation classes for new clients to support their entry into the program and their stabilization process.
  • Facilitate Client Council meetings and provide guidance to participants to support client leadership within the treatment milieu.
  • Lead weekly Community Meetings to promote stability within the treatment environment.
  • Partner with the Residential Treatment Coordinator to oversee hiring and onboarding processes, ensuring a fully staffed and supportive milieu.
  • Collaborate with the Residential Treatment Coordinator to oversee UA, BA, and saliva collection and testing policies and procedures, ensuring effective implementation.
  • Partner with VOA medical staff and the Residential Treatment Coordinator to provide backup oversight of medication room policies and procedures, ensuring safety in medication protocols.
  • Work collaboratively with the WRC Treatment Team to ensure services are gender-specific and culturally competent.
  • Collaborate with the VOA Quality Assurance Team to maintain adherence to evidence-based treatment standards, Oregon Administrative Rules, and program policies through QA meetings, chart reviews, group observations, and clinical supervision.
  • Maintain client confidentiality and records in compliance with HIPAA and 42-CFR regulations.
  • Provide oversight and guidance to clinical, milieu, and program staff in the absence of the Program Director or Clinical Program Director, represent the WRC at community stakeholder meetings, and address client grievances as needed.

  • Knowledge of the effects and potential interactions of commonly abused substances, as well as the pharmacological treatments used in addiction recovery.
  • Knowledge of community resources and support services available for individuals seeking recovery, including self-help groups, detox facilities, and medical services.
  • Knowledge of Trauma-Informed Care (TIC) and Feedback-Informed Treatment (FIT) best practices.
  • Knowledge of the cultural, social, and economic factors influencing addiction and mental health and the ability to provide culturally sensitive care.
  • Knowledge of the legal and ethical standards in substance abuse counseling including confidentiality, and mandated reporting.
  • Skilled in providing trauma-informed individual counseling and group therapy sessions using evidence-based modalities to help clients achieve and maintain sobriety and reduce mental health symptoms.
  • Skilled in providing individual and group supervision to substance use disorder staff.
  • Skilled in handling crisis situations and providing immediate support and referrals for clients in acute distress.
  • Skilled in maintaining accurate and confidential client records and treatment documentation, adhering to accepted clinical standards and legal and ethical requirements.
  • Skilled in setting appropriate therapeutic boundaries that respect individuals' autonomy and agency while ensuring their safety.
  • Ability to promote a trauma-informed feedback culture that supports inclusivity and belonging.
  • Ability to establish and maintain an environment where clients feel physically and emotionally safe and develop trust in the therapeutic relationship.
  • Ability to understand and respect diverse cultural backgrounds, tailoring treatment approaches accordingly.
  • Ability to recognize and understand the diverse ways trauma can affect individuals, including its physical, emotional, and psychological manifestations.
  • Ability to collaborate with a multidisciplinary team to ensure that trauma-informed care is integrated into various aspects of an individual's treatment.
  • Ability to provide trauma informed, culturally sensitive milieu staff supervision services, including individual supervision and group supervision.
  • Ability to assess emergent client substance use disorder, mental health, and case management needs and provide appropriate consultation on intervention/referral.
  • Ability to approach individuals with empathy, active listening, and a non-judgmental attitude, demonstrating respect for their unique experiences and strengths.
  • Ability to remain calm in high stress situations and effectively manage crises, de-escalate situations, and provide appropriate assistance and emotional support during distressing moments.

Schedule: This is a full-time position, Monday - Friday, and includes on-call availability, as well as occasional evenings and weekends as needed.

Supervisory: The CMM provides clinically focused supervision for approximately 15-20 staff members.

Work Environment: Work is performed in a clinical treatment center with moderate light and sound. May be required to intervene in crisis situations or work with agitated clients. Travel locally to events and meetings on a regular basis.
