Job Summary

The Engineering Technology Certificate Program Manager will serve as a dedicated resource and internal advocate focused on enhancing the success of first-generation, low-income, and underserved students within Tulsa Community College's certification programs, that include the 9 certificate programs: Aerospace, Electronic Tech, Industrial Maintenance, Manufacturing Production Tech I, Manufacturing Production Tech II, Quality and Inspection I, Quality and Inspection II, AutoCAD Drafting, and Drafting and Design Certificates that support air mobility. The Program Manager will oversee the integration of wraparound services, ensuring students are aware of and can access vital resources such as scholarships, supplies, and tutoring.

This role also involves implementing a measurement and evaluation plan to track the effectiveness of initiatives and demonstrate sustainable pathways for student success. Furthermore, the Program Manager will collaborate with the Outreach and Retention Coordinator, who supports both credit and non-credit certification programs for high school and adult learners. Collaboration with internal and external stakeholders will be essential for designing and implementing new strategies focused on improving student engagement and satisfaction. Competitive candidates will possess experience working with low-income and underserved populations, strong organizational skills, and ideally knowledge of or experience in educational institutions.

This is a grant funded position.


Essential Duties

Grant Management: Provide leadership in the development of objectives and performance outcome
measures that are assessed quarterly on 9 Engineering Tech Certificate Programs. Submit routine reports as requested for internal and external grant compliance. Manage and administer a complex
federal and non-federal budget. Collect, organize, and share occupational data to internal and external partners as needed.

Recruitment: Develop, in collaboration with others, and implement strategies to recruit underserved, low-income, first-generation, and other student populations. Collaborate with other TCC departments to support information-sharing sessions at area high schools, career fairs, TCC events, and industry facilities.

Case Management: Develop, implement, and manage a student case management strategy to track students' progress towards the completion of a certificate, scholarship allotment, student support needs, and job placement post certificate award. Case management includes routine communication, up-to-date student list, etc.

Marketing: Develop, implement, and manage a marketing strategy, including outreach to current and prospective students, area high school counselors, regional industries, Workforce Development offices, etc.

Collaboration: Work collaboratively with the Dean, TCC staff including Sponsored Programs, Dual Credit, Workforce Development, Admissions, Advising, Career Services, and Engineering Tech Advisory Board, in addition with external partners to coordinate efforts within the Certificate programs, support students, and advance industry needs. Collaboration goals include developing strategies that support student enrollment, retention, program completion, success, and continuous improvement.


Minimum Qualifications

Bachelor's degree preference for a degree in a STEM-related field, including, but not limited to, computer Information Systems and Data Management. Degree requirement may be substituted with relevant and equivalent work experience.

One year leadership or managerial experience.

1 year experience working in an outward-facing role.

Strong understanding of STEM-related coursework and program mapping.

Require demonstrated excellent interpersonal and communication skills, including the ability to
translate complex ideas in meaningful ways that can be explained to all audiences.

Require demonstrated ability to interact effectively with students, faculty, staff, and the community.

Require demonstrated ability to perform duties under one's own initiative and with limited supervision.

Require demonstrated market research and understanding of the industry and opportunities for students, including career paths and growth or decline in the Tulsa area, state, and region.

Require demonstrated ability to prioritize tasks effectively in fast-paced environment with shifting demands.


Preferred Qualifications

Experience in higher education.

3 years in enrollment and advising, or equivalent experience.
