Primary Function of Organizational Unit
The General Counsel and Vice Chancellor for Legal Affairs ("General Counsel") is chief legal counsel for East Carolina University. The Office of University Counsel is responsible for addressing the University's comprehensive legal needs, including contracts, policies and procedures, employment relations with faculty, EHRA and SHRA employees, litigation coordination, legal advice regarding compliance with applicable regulatory requests, etc.
East Carolina University, with an enrollment of approximately 29,000 students, is the only constituent institution in the University of North Carolina system with a School of Medicine, School of Dental Medicine, and College of Engineering and Technology. The Office of University Counsel provides comprehensive legal advice and counsel regarding legal matters to the Chancellor, the Board of Trustees, the principal administrators of the University and, through them, to faculty, staff, and students of East Carolina University.
Job Duties
The primary purpose of this position is to provide direct administrative support to the University Counsel and Vice Chancellor for Legal Affairs ("VC"), serve as project manager for administrative and technological needs related to the Office of University Counsel ("OUC"), and serve on/support University-level projects, teams, committees, Web sites, mailboxes, or SharePoint sites on behalf of OUC as needed. The position must cultivate internal and external professional relationships and resources that may benefit office functionality. This position also provides support to the Associate and Assistant University Attorneys in OUC as needed and be able to provide training, resolve complex operational issues, and provide effective, responsive consultation services as needed. This position will routinely evaluate current OUC processes and seek ways to improve operational effectiveness. This position will coordinate core and specialized training/education. All other support staff report to this position functionally, while reporting administratively to the applicable attorney(s).
This position is responsible for maintaining current knowledge of ECU Policies, Rules, and Regulations ("PRRs") related to OUC functions, serve as program/project expert, and develop projects/plans as needed. This position provides support in the legal review steps of the ECU PRR review process, to include background research, as needed. On behalf of OUC, this position is responsible for monitoring budget expenditure and adjustments during each fiscal year, advising OUC employees on availability of funds for purchasing/travel, providing regular budget reports to the VC, and renewing/ordering legal subscriptions and manuals. This position is responsible for managing financial matters such as processing tort/litigation settlement/direct pay actions, purchasing, and ordering. This position performs office management and personnel responsibilities, maintenance and inventory/audit of equipment and office technology, and records management tasks. This position serves as liaison with internal and external constituents to include the ECU Office of the Chancellor, ECU Board of Trustees, ECU offices/units, State Bureau of Investigation, UNC System Office, NC Office of the Attorney General, Outside Counsel offices, Vidant Health, and other entities as needed in order to maintain OUC operations. This position serves as administrator for OUC technology accounts, Piratedrives, email accounts, and the Worldox electronic file database. This position serves as the OUC Record Management Liaison, SECC representative, Imprest Cash Fund Custodian, Data Steward, member of the OUC Electronic Filing and Worldox Task Force, and in other OUC roles as needed. This position must be able to manage multiple projects simultaneously and lead OUC support employees in setting appropriate deadlines, planning goals, making technical decisions, and identifying areas of improvement.
This position will serve as administrator/manager or support person for University-level technologies such as the ECU FreeSpeech email account, ECU FreeSpeech SharePoint site, and ECU Bankruptcy SharePoint site and assist as needed with posting approved PRRs to the ECU PRR Manual. This position will serve in University-level capacities such as ECU Data Stewardship Committee member, project manager for annual ECU Bankruptcy SharePoint access audits, and other roles as needed and maintain current knowledge of PRRs, best practices and their theoretical bases related to the ECU strategic plan(s) that supports them. This position must will represent OUC professionally and work collaboratively to achieve objectives in work groups, teams, and committees, and develop/revise applicable PRRs as needed.
Minimum Education/Experience
Bachelor's degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Proficient with Microsoft Office (e.g., Word, Excel, Outlook) and Adobe Acrobat Pro. Experience managing telephones, filing, organizing, and managing administrative project with little to no supervision.
