Program Manager, Community Benefit

Job Summary:

The Program Manager, Community Benefit is responsible for overseeing the development, implementation, and management of community benefit programs at Mary Washington Healthcare (MWHC) with a strong focus on health equity. This role will drive initiatives aimed at reducing health disparities, improving access to care, and promoting equitable health outcomes across diverse populations. The Program Manager will ensure compliance with IRS Community Benefit requirements and health equity standards set by the Centers for Medicare & Medicaid Services (CMS), The Joint Commission, and other entities as appropriate while fostering community partnerships that enhance community health and well-being.

Essential Functions & Responsibilities:

  • Leads the design and implementation of community benefit programs that address identified community health needs, with a specific focus on reducing health disparities and promoting health equity.
  • Continuously monitors, evaluates, and refines programs to ensure effectiveness and compliance with applicable regulatory standards.
  • Recruits, hires, trains, and manages performance and professional development of all Community Benefit program staff, including MWHC Associates and interns.
  • Cultivates and maintains relationships with local community organizations, public health agencies, and other stakeholders to create a collaborative environment for addressing social determinants of health and reducing health disparities.
  • Provides leadership and support to departments across MWHC for community benefit programs. Serves as the subject matter expert on implementing programs, policies, procedures, and projects that address health disparities and promote health equity.
  • Represents MWHC in community forums for community health initiatives and serves as a member of the MWH and SH Community Benefit Steering Committees.
  • Collects, analyzes, and presents data to assess the impact of community benefit programs, with an emphasis on health equity metrics (e.g., access to care, outcomes by race/ethnicity, social determinants of health, etc.).
  • Prepares and presents internal and external community benefit reports, ensuring compliance with IRS 990 Schedule H, CMS, and Joint Commission reporting requirements.
  • Facilitates the MWHC's Community Health Needs Assessment (CHNA) in partnership with the Rappahannock Area Health District.
  • Assists in the development and management of the Community Health Improvement Plan (CHIP). Collaborates with community partners throughout the service area to deliver on the outlined strategic initiatives.
  • Adheres to compliance requirements for IRS 990 Schedule H, CMS, The Joint Commission, and other relevant organizations' accreditation standards or requirements, particularly those related to community benefit, cultural competence, and health equity.
  • Stays informed on policy updates and changes to health equity guidelines from CMS, The Joint Commission, and other relevant organizations' bodies to ensure that MWHC's programs and reporting meet evolving regulatory standards.
  • Assists in creation of and ensures compliance with the departmental budget.
  • Performs other duties as assigned.

Qualifications:

  • Bachelor's degree in Public Health, Social Work, Healthcare Administration, or other related field, required. Masters degree is preferred.
  • Minimum of 3-5 years of experience in a hospital, community or public health agency, or a related field.
  • Experience working with IRS, CMS, and The Joint Commission standards for community benefit, health equity, and/or social determinants of health is desirable.
  • Strong understanding of health equity issues and the ability to translate these into actionable community benefit programs that address health disparities.
  • Experience with data collection and analysis focused on health disparities and social determinants of health.
  • Knowledge of IRS, CMS, The Joint Commission, and other relevant organizations' regulations and standards related to community health and benefit reporting, including the requirement to demonstrate efforts to reduce health disparities and health equity.
  • Proficient in Microsoft Word, Excel, and Power Point.
  • Cultural competence and sensitivity, with the ability to engage with diverse populations.
