Pay Rate: $30.00/Hour on w2 with benefits

Duration: 6+ months

Shift Timing (Day/ Evening/ Night): Day Monday-Friday, 40 hrs/week

Job Description:

  • The Recruiter is responsible for the full cycle recruitment process for assigned area(s), including recruitment planning, sourcing, screening, scheduling interviews, making offers, pre-employment screening, and facilitating onboarding.
  • Provides support for talent acquisition initiatives and promote a positive image by participating in and representing the agency at career fairs, universities and colleges, and other special interest events.
  • Implements effective recruitment strategies, procedures, and practices that align with VDH's mission and strategic framework.
  • Ensures that human resources practices are carried out under guidelines and standards established by the Department of Health, Department of Human Resource
  • Management (DHRM), and all applicable state and federal laws and regulations.


Role & Responsibilities:

  • Facilitates and implements all phases of the recruitment process, including recruitment planning, job posting, screening, interviewing, pre-employment hiring requirements, and onboarding
  • Provides excellent communication and guidance to hiring managers through the proper completion of the recruitment meeting and submits accurate documentation through the appropriate channels for approval
  • Identifies and implements efficient and effective recruiting methods and strategies based on the available role, agency and market data, and the needs of the organization
  • Creates accurate and well-written job postings to attract applicants; ensures that job postings and any communication to the public and target audience are accurate and in compliance with agency and state HR policy with minimal to no posting errors
  • Conducts soft-screening and sends qualified candidates to the hiring manager for hard-screening
  • Consult with managers to ensure selection materials and interview questions are relevant and in compliance with policy and that interview panels are appropriately diverse and meet agency standards
  • Schedules interviews and assists with the interview process; may participate on interview panels with managers, directors, and other stakeholders, as needed.
  • Collaborates with the hiring manager and HR staff during the offer process, facilitating communication for salary ranges, incentives, start dates, and other pertinent details
  • Confirms that all information received is signed and appropriately documented
  • Ensures that all recruitment documents are organized and maintained in a recruitment file and retained in compliance with DHRM Hiring Policy


Talent Acquisition & Program Support:

  • Develops and maintains strong working relationships with hiring managers and management by partnering and providing accurate guidance and support throughout the recruitment process
  • Promotes a positive image by participating in and representing the agency at job/career fairs, universities and colleges, and other special-interest events
  • Consults with hiring managers and TA Managers to identify professional
  • organizations and networks as recruitment sources to increase the diversity of applicant pools.


Reporting:

  • Tracks multiple recruitments and keeps Managers and HR Business Partners up to date on progress
  • Provides weekly updates to hiring managers
  • Tracks metrics as assigned to assess the quality of recruitment outcomes and to provide data for program evaluation and process improvement
  • Queries and analyzes HR data from HRIS and Page Up


Typical KSAs:

  • Experience in recruiting and talent acquisition.
  • Knowledge of laws, regulations, and best practices applicable to human resources, hiring, and recruitment.
  • Knowledge and experience with the full cycle recruitment process and sourcing strategies for a variety of roles.
  • Experience utilizing applicant-tracking software or other recruitment tools.
  • Knowledge of talent acquisition metrics and reporting.
  • Excellent relationship-building, consultative, and collaboration skills.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Proficient with current software packages including Microsoft Office applications (Word, Excel, and PowerPoint).
