Utility Management Consultant

HDR has an opportunity for a Utility Management Consultant to join our Water Business Group team in Brentwood, TN. The primary duties of the Utility Management Consultant include working with project managers/senior consultants to perform specialized engineering consulting services in areas that may include: utility management/asset management, business process assessments, strategic planning, operations optimization, regulatory support, utility master planning, technology selection and data management/visualization. The Utility Management Consultant will implement a range of best management practices with water, wastewater, and/or stormwater utilities including asset management and maintenance management best practices. The Utility Management Consultant will provide support for the implementation of computerized maintenance management systems (CMMS) and enterprise asset management systems (EAMS) to support a water, wastewater, or stormwater utility. The Utility Management Consultant will perform analysis of large utility maintenance management systems, and/or condition assessment databases to support inspection, condition assessment, and planning programs.

The Utility Management Consultant will be expected to perform or contribute to a range of utility operations improvement projects, to include business process analyses, staffing studies, database assessments and analyses, and GIS analyses. Computer programming skills, and/or a desire to implement information systems and technology solutions to support infrastructure planning are also valued. The ideal candidate should have experience with planning and implementation of infrastructure inspection and condition assessment programs; planning and implementation of asset management strategies for utilities. The ideal candidate will be able to lead project or tasks associated with business process analysis, workshop facilitation, and data warehouse design. They will also be expected to direct production staff and perform client management activities to support our Tennessee-Kentucky-Arkansas based team as well as projects around the country, as required.

Preferred Qualifications


  • BS in Civil or Environmental Engineering, Data Science, Business, Environmental Policy, or a related discipline required.
  • An advanced degree in in a related discipline is preferred.
  • Preferred 2 years of combined experience in water and/or wastewater utility or other relevant consulting experience or university research.
  • Strong interpersonal skills with a focus on relationship building, organization, and follow-up.
  • Excellent communication and business skills, along with abilities in team building and project management, are preferred.
  • Candidates should also have the capability to analyze business processes, facilitate improvement efforts, and lead change management initiatives.
  • Strong analytical skills with the ability to compile and present summary level information.
  • Ability to obtain, cleanse, merge and analyze data from multiple sources.
  • Strong computer skills with CMMS, GIS, and other various database type platforms is preferred.
  • Experience with software requirement gathering and development, selecting business information system solutions, and software implementation is preferred.
  • Self-starter with proven track record of accomplishments.
