DUTIES / RESPONSIBILITIES:

This position resides within the Engineering Department on the Engineering Services and Structures team. The Manager position will represent BNSF by championing efforts to identify projects on the BNSF network with a public and private benefit and to pursue federal and/or state discretionary funding opportunities.The primary responsibilities of this position are to identify potential infrastructure barriers or opportunities on your territory, engage with internal stakeholders to identify potential BNSF benefits, and leverage public agency partner relationships to seek public funding for constructive solutions. Opportunities could include projects that address safety, capacity, and efficiency onthe rail corridor as you leverage Public Private Partnerships to develop projects that yield public and private (BNSF) benefit.You will a cast vision regarding the best means to package each opportunity and implement strategies to achieve overall BNSF benefits. A successful project enables BNSF and our public partner(s) to achieve benefits commensurate with each party's capital investment. These projects are complex and take significant time to develop through public channels.This position will also be responsible to assist our public partners to obligate awarded projects through the federal agencies. This will require a manager to:

  • Effectively coordinate and communicate with multiple BNSF groups to develop regional and corridor capacity strategies including Capacity Planning, Transportation, Engineering, Service Design, Network Strategy, and Strategic Studies.
  • Create and re-enforce a compelling vision with multiple stakeholders to address infrastructure and operational opportunities in the communities BNSF serves.
  • Establish and maintain collaborative relationships with public agency partners and stakeholders.
  • Support public agency partners to progress awarded projects towards obligation by providing appropriate levels of assistance and communication with all relevant parties.
  • Leverage strong project management skills to manage project scope, schedule, and budget. Supervise progress of multiple multi-year large-scale projects through discrete tasks and milestones.
  • Apply a sound analytical approach, innovative thinking, and willingness to effectively challenge the status quo todevelopsolutions.
  • Assemble and guide appropriate subject matter experts and broadly communicate priorities and progress of individual projects to ensure organizational alignment internally and externally.
  • Actively engage in the development of public planning documents, studies, and policies to ensure they are aligned with BNSF priorities and strategies in a specific geography.
  • Lead multiple external teams of subject matter experts at an appropriate level of detail in development of technical project components (planning documents, engineering designs, contracts and agreements, etc.
  • Support negotiations favorable to BNSF and influence key stakeholders inside and outside the organization with excellent communication and presentation skills.

Public Projects / Public Infrastructure & Investments Projects are cross-functional and require engagement across many teams within BNSF including, but not limited to: Line and Terminal Capacity, Operations, Engineering, Marketing, Finance, Real Estate, Signal, Economic Development, Legal, Passenger Operations, Federal and State Government Affairs, Marketing, Community Affairs, Shortlines, and Joint Facilities.

In addition to the above, this position is also expected to provide critical thinking and timely inputs to identify and resolve complex network challenges related to line capacity, terminal capacity, operational issues, and transportation plans in ongoing, written communications with BNSF executives and Operations leaders.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree or higher.
  • Strong computer & Microsoft application skills (Excel, Word, Powerpoint, etc.).
  • Excellent interpersonal skills that would allow you to build relationships quickly within various BNSF internal teams and with public agency stakeholders
  • Strong project Management Skills
  • Strong oral and written communication skills
  • Strong organization and ability to balance multiple projects simultaneously
  • Ability to communicate complex projects, schedules, elements, and goals clearly and concisely to an executive audience in writing.
  • Working knowledge of BNSF's operations, network, customers, competition, and industry partners or able to achieve same in short order.
  • Working knowledge of BNSF network information resources including track charts, timetables, track schematic designs, etc. or able to achieve same in short order.
  • Must be willing to travel 50% of the time

PREFERRED QUALIFICATIONS:

  • Minimum 5 years of experience at BNSF or in a transportation, engineering, governmental, or economic development-related field.
  • Previous supervisory experience.
  • MBA or other advanced degree.
  • Understanding of BNSF finance and real estate processes such as COUPA, Strategic Studies and the CPAR process.
  • Prior experience in planning or engineering consulting, economic development, public administration, or government affairs.
  • Professional certifications, such as Professional Engineer (PE) or American Institute of Certified Planners (AICP).
  • Working knowledge and ability to reference / retrieve BNSF data from various sources utilizing Tableau, SAS, and other tools.
  • Knowledge of or experience with state and federal regulations governing railroad interaction with public infrastructure.
  • Knowledge of and experience with BNSF transportation and maintenance of way planning and execution.
  • Knowledge of and experience with data sources related to grade crossings, grade crossing safety, and BNSF operations.
  • Ability to skillfully influence and build the cooperation and support of audiences at all levels of the organization, largely through the effective communication of well thought out ideas, sound judgment, and give and take work relationships.
  • Demonstrate the ability to successfully negotiate and close deals that result in desired outcomes for BNSF and or public agency partners.
  • Ability to promote teamwork within and across teams by fostering collaborative problem solving and leveraging different points of view of the best possible solution.
  • Show working knowledge of BNSF's strategic objectives and priorities to consider long term and broad scale issues, problems and opportunities.
  • Embrace and outwardly support changes in the organization, while promoting acceptance of change in others in ways that excite and energize them.
