Job Description

Blue Cross and Blue Shield of North Carolina (Blue Cross NC) is continuing to expand its tribal strategy to create a strong foundation for meaningful relationships between American Indian communities and our enterprise. Expansion of this work will include the formation of a tribal team dedicated to implementing the tribal strategy and working with American Indian communities across North Carolina.

The Healthy Blue Tribal Liaison will be responsible for interfacing with Tribal Leaders, Indian Health Services, and Tribal 638 Service Delivery Systems; building and maintaining strategic relations, alliances and coalitions; developing and implementing strategic initiatives, member outreach and retention activities, and health plan cultural sensitivity for Healthy Blue, Blue Cross NC's Medicaid Managed Care Plan and the Children and Families Specialty Plan, Healthy Blue Care Together. Strategies will include but not limited to maximizing accessible patient and family centered quality health care for the individual, family, or community members of federally and state recognized tribes. It will adapt to individual engagement interventions, programs, and policies that demonstrate cultural humility, cultural awareness, respect and honor and fit the historical and cultural context of the individual, family, or community members of federally and state recognized tribes. Main point of contact for Indian Health Care Provider (IHCP) billing issues.

WhatYou'llDo

  • Build and implement strategic, community-focused initiatives thatimprove American Indian health andadvance Blue Cross NC's brand and businessobjectives, member outreach, retention activities, and cultural sensitivity initiatives for health plans. Strategies will include but are not limited to maximizing accessibility and quality health care for community members. Work to understand emerging issues regarding healthcare and carry out community investment.

  • Work between Blue Cross NC's Medicaid Standard Plan, Healthy Blue, and the Children and Families Specialty Plan, Healthy Blue Care Together, to meet the needs of American Indian infants, children, youth, families and caregivers.

  • Collaborate with other business facing divisions to achieve business objectives and curate accurate health plans.

  • Train and lead entry level community relations teammates as needed to help guide them and create a team of highly skilled professionals.

  • Manage policies and procedures, and oversee projects and program, ensuring deliverables and objects are met.

  • Build and maintainclose working relationships with a vast network of localand triballeaders, community stakeholders and organizations serving American Indian people.

  • Assist in developing culturally appropriateoutreach and marketing materials that are inclusive and representative of Native populations.

  • Provide education on a variety of tribal topics to improve relationship building, marketing strategies and product offerings.

  • Attending,supportingand hostingin-community events asappropriate.

  • This role requires the ability to travel and work non-traditional hours such as some evenings and weekends.

What You Bring

  • Bachelor's degree or advanced degree (whererequired)

  • 5+ years of experience in related field

  • In lieu of degree, 7+ years of experience in related field

  • Knowledge of the child welfare system, specifically Indian child welfare in NC.

  • Experience working effectivelyand building relationshipswith tribal leadershipandAmerican Indian communities(including excellent written and verbal communication skills)

  • Understanding of the dynamics of tribal governmentandabilitytofollowthe policies and procedures of tribal governments

  • Experience with community-based health initiatives in American Indian communities

  • Background in community engagement, tribal community engagement, program management, health equity

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs.Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs.

*Based on annual corporate goal achievement and individual performance.
