Position: Business and Financial Management Analyst, Senior - FAA

Function: Financial Analysis, Logistics, Inventory, Travel Coordination

Location:Atlantic City, NJ (FAA Tech Center)

Remote Work Option: Hybrid (2-3 days onsite)

Salary Range: $100- $150k

Security Requirements

Must be a US citizen or a legal resident for three of the past five years. Public Trust cannot be granted without meeting the residency requirement.

Must meet eligibility requirements for a US Public Trust security clearance (moderate risk), including a soft credit check and criminal background check. Please refer to the criteria listed in
5 CFR 731.202 to understand the Public Trust suitability requirements.

Job Summary

This position will provide experienced financial analyst support to the Federal Aviation Administration (FAA).

Years of Relevant Experience

The position requires 15+ equivalent years of experience in government business and financial management and analysis. Specific experience with the Federal Aviation Administration (FAA) is required. FAA budget execution experience is preferred. A Master's degree or Ph.D. may count for three years of experience.

Essential Job Functions

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.

Individuals will assist in the efficient and effective operation of the program office, providing on-site program execution and financial management support to analyze, resolve and track Federal budgetary and other financial issues with emphasis on financial execution support activities. In the program execution and financial management support area, the individual's activities include but are not limited to:



  • Assist the Implementation Lead in preparing budget and financial plans for the program; including justification for travel, operations & maintenance (OPS) and facilities & equipment (F&E) funding;
  • Prepares program funding action documentation as required:


    • Procurement Requisitions (PR)
    • Requisitions for Modification (RFM)
    • Requisitions for Inter-Agency Agreements (IAA)
    • Program Authorization (PA) funds transfer requests


  • Assist in interpreting budget and financial guidance received in order to prepare project plans from this guidance;
  • Evaluate program budget estimates and monthly financial/business management reports;
  • Develop monthly management reports with summary of projects' status, task order status, updated risk registers, list of upcoming presentations and meetings, Corporate Work Plan (CWP) status, and F&Y Activity 5 budget projections.
  • Coordinates with FAA Headquarters (HQ) and facilities personnel (FAA Technical Center, VOLPE, etc.) on all funding requests;
  • Reviews and coordinates funding actions with Implementation Lead/Business Manager, Program Leads, Contracting Officers and Contracting Officer Representatives;
  • Monitors the approval process of all procurement requests (PRs) for timely commitment, obligation and award to their appropriate contract vehicles.
  • Performs continuous reconciliation of all program funding and obligations;
  • Build and maintain a program and financial tracking capability.
  • Assist in coordination of program personnel travel budget planning and travel expenditure tracking and reporting;
  • Familiarity with FAA financial toolsets:


    • PRISM (FAA Procurement System)
    • DELPHI (FAA Accounting System)
    • FMS (FAA Financial Management System)
    • REGIS (FAA Financial Management Cuff Record System)
    • CWP (FAA Corporate Work Plan Project Planning System)
    • E2 - Federal Employee Travel Request System


  • Serves as point-of-contact for program related data calls and information requests associated with program financial tracking and planning meetings; briefings and FAA executive management requirements;


Individuals will be required to contribute effectively to working groups through oral and written communication and cooperative working relationships. Detail oriented, self-driven individuals sought.

Education Requirements

Bachelor's degree is required, preferably in Business Management, Finance, or Accounting. Graduate and Post Graduate degrees are a plus. Master's degree is a plus and may count as additional years of experience.

Skills Requirements

High level of proficiency with MS Excel and other MS Office Products. Strong analytical background and good interpersonal skills. Proficiency in use of FAA financial accounting tools/systems. Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.

Travel

Occasional travel required as needed by client/s and/or company.
